THE PARKS AND RECREATION DIVISION RECOMMENDS APPROVAL OF THE ABOVE MOTION.
This item supports the Board’s resilient community goal of ensuring accessible, seamlessly integrated investments in renewable energy, sustainable practices, manufacturing, resilient infrastructure, and environmental protection.
Broward County received a 2019 Integrated Water Resources Plan Grant from the South Florida Water Management District in the amount of $500,000 to support the replacement of the existing irrigation system at Topeekeegee Yugnee (T.Y.) Park. The former system included three surface water pumps and two well pumps. The replacement project transitioned the irrigation source to reclaimed water provided by the City of Hollywood, which maintains reclaimed water lines within 500 feet of the park property.
T.Y. Park’s projected irrigation water usage is approximately 59 million gallons annually. The use of reclaimed water for landscape irrigation provides a significant environmental value by reducing the effects of saltwater intrusion and decreasing discharge into the water table and the Florida Aquifer system. The project is expected to offset approximately 709,530 gallons per week of wastewater that would otherwise be discharged into coastal waters.
The Interlocal Reclaimed Water Agreement between Broward County and the City of Hollywood establishes the terms and conditions for the City’s delivery of reclaimed water to Topeekeegee Yugnee (T.Y.) Park for landscape irrigation. Under the Agreement, the City will supply up to 270,000 gallons per day of reclaimed water at a rate of $0.10 per 1,000 gallons, as set forth in the City’s Code of Ordinances. The Agreement will be recorded in the Official Records of Broward County to run with the property. Either party may terminate the Agreement for convenience upon at least 90 days’ prior written notice to the other.
The Agreement is on the City of Hollywood’s standard form, has been reviewed and approved by City legal counsel, and is scheduled for consideration by the City’s Commission on November 19, 2025.
