Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE HOUSING OPTIONS, SOLUTIONS, AND SUPPORTS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
These actions support the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.” The Third Amendment to Agreement No. 23-HOSS-HIP-6886-01 extends for an additional eight months the provision of street outreach services to individuals and families experiencing homelessness at Broward County Transit terminals and bus stops. Taskforce Fore Ending Homelessness, Inc. (“Taskforce”) will continue providing clients with the necessary assistance identified during the assessment and intake process, enhance clients’ access to the system of care, and assist in clients’ transition from homelessness to secure placements within the community.
On April 24, 2023, Broward County and Taskforce entered into the original Agreement No. 23-HOSS-HIP-6886-01 and subsequently executed a First Amendment to update certain reporting requirements.
On December 12, 2023 (Item No. 54), the Commission approved funding in the amount of $180,000 for a pilot program to provide these services, resulting in a Second Amendment, effective November 1, 2023, through January 31, 2024. This Third Amendment (Exhibit 1), which will utilize the balance of the original funding amount of $180,000, is effective retroactively from February 1, 2024, through September 30, 2024. Retroactive approval is requested to allow Taskforce to bill for services provided since February 1, 2024. The Third Amendment ensures that critical services are provided without interruption, at no additional cost to the County.
Approval of this item would give rise to certain employment conflicts under Section 112.313(7)(a), Florida Statutes, which provides that “no public officer... shall have or hold any employment or contractual relationship with any business entity... which is... doing business with an agency of which he or she is an officer or employee.” In accordance with Section 112.313(12), Florida Statutes, Commission approval is required to waive any conflict of interest arising under Section 112.313(7)(a), Florida Statutes. An effective waiver requires a two-thirds vote of the Commission after disclosure of the conflicting relationship (Motion B) in accordance with Section 112.313(12), Florida Statutes. Form 4A, Disclosure of Business Transaction, Relationship, or Interest, is attached to this report as Exhibit 2 and constitutes full disclosure of any existing conflicts.
The Third Amendment was reviewed and approved as to form by the Office of the County Attorney.
