Why Action is Necessary

Motion A: In accordance with Broward County Procurement Code Section 21.26, Sole Brand Procurement, Board approval is required for awards exceeding the Director of Purchasing’s authority.

 

Motion B: In accordance with Broward County Procurement Code Section 21.47(a), Award and Execution Authority, the Board shall make all awards, and authorize the execution of the associated contracts, with a value of more than $500,000, inclusive of the value of any renewals or extensions provided for in the contract.

Summary Explanation/Background

THE PURCHASING DIVISION AND THE FINANCE AND ADMINISTRATIVE SERVICES DEPARTMENT/ENTERPRISE TECHNOLOGY SERVICES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

 

The purpose of this sole brand approval is to designate CrowdStrike Falcon Complete Software (CrowdStrike) as the endpoint and identity security solution for Broward County. CrowdStrike has the unique feature to use one agent for both endpoint and identity protection. CrowdStrike allows the County to block specific domains on all endpoints no matter what network the endpoint is traversing. CrowdStrike has the unique ability to search all County endpoints utilizing the single Falcon Complete agent for complete Uniform Resource Locator’s (URL's) an endpoint may have browsed via the web browser. CrowdStrike protects both on-premises and cloud-based identity environments from cyber-attacks.

 

On May 2, 2025, the Purchasing Division issued a Notice of Intent to Designate Sole Brand to ascertain whether there are any other entities/brands that are able to provide an identity and security solution to Broward County. The notice was advertised for five days per Broward County Procurement Code Section 21.25(b), Sole Source Procurement. The notice yielded no vendor responses. Based on this information, together with due diligence and market research performed by both the Purchasing Division and the Enterprise Technologies Division, the Director of Purchasing recommends approval of this sole brand (Exhibit 1).

 

Following Board approval of this item, the Director of Purchasing will award an open-end contract to the low, responsive and responsible bidder resulting from a competitive solicitation issued to authorized resellers. The Enterprise Technology Services Division anticipates the total estimated annual amount to be $562,965, for a potential five-year estimated amount of $2,814,827.

 

Incumbent: KR2 Technology, LLC; Contract Number and Title: PNC2129501B1, CrowdStrike Falcon Complete Endpoint Protection; Contract Term: February 4, 2025, through February 3, 2026, with no renewals. Expenditures to date: $446,949.

 

The contract consists of the County’s solicitation and the vendor’s response.

 

Once awarded, the new contract will replace the current contract, which expires on February 3, 2026.
