MOTION TO APPROVE Ninth Amendment to the Broward County P25 System and Services Master Agreement between Broward County and Motorola Solutions, Inc., to increase the not-to-exceed amounts by $10,661,000 for additional goods and services for the County’s regional public safety communications system; and authorize the Purchasing Director to approve and execute Work Authorizations to allow replacement of End-of-Life Prime Sites (Work Authorization 16) in an amount not to exceed $3,487,775, and to purchase of 30 Remote AXS Consoles (Work Authorization 17) in an amount not to exceed $2,926,456, both subject to review and approval for legal sufficiency by the County Attorney’s Office.

Why Action is Necessary
In accordance with Section 21.31.a.4, the Board is required to approve all purchases exceeding $250,000 per annum or $400,000 for a multiple year period.
What Action Accomplishes
The Ninth Amendment to the Motorola P25 System and Services Master Agreement increases the not to exceed amounts for the Agreement. This item also authorizes the Purchasing Director to approve Work Authorization 16 for the replacement of Public Safety Radio System primary, geographically redundant secondary and backup prime sites with next generation Virtual Prime Sites and their related training and support and maintenance services; and Work Authorization 17 for the purchase of 30 Remote Dispatch Consoles and their related support and maintenance services.

Summary Explanation/Background
THE OFFICE OF REGIONAL COMMUNICATIONS AND TECHNOLOGY RECOMMENDS APPROVAL OF THE MOTION.
Broward County’s Public Safety Radio System central radio frequency controllers at the primary, geographically redundant secondary and backup system prime sites will be at End-of-Life by December 2026. Since the deployment process requires 12 months, procurement to replace with next generation D series Virtual Prime controllers by December 2025 is required to stay in full support from manufacturer and mitigate significant operational risks. Replacing/upgrading will permit the Public Safety Radio System to receive crucial updates and enable continued support by the manufacturer and system-wide functionality. Virtualization will also provide additional redundancy and enhanced cybersecurity, protecting the system from increasing threats, while reducing shelter space, power consumption, and HVAC load.
Work Authorization 16 will authorize the replacement of Broward County’s Public Safety Radio System End-Of-Life prime sites with next generation Virtual Prime Sites.
Work Authorization 17 will authorize the procurement and implementation of 30 Remote Command Central AXS dispatch consoles. In the event a Regional Dispatch Center requires an evacuation to a non-regional facility or other viable location, the radio component does not have remote consoles that offer the capability to dispatch from the desired alternate location. While our Computer-Aided Dispatch (CAD) and E911 Telephony systems possess remote capabilities and for continued operations, the critical radio component remains a technology gap. This proposed solution achieves essential technological parity across all three systems, ensuring seamless operational continuity, full dispatch functionality, and enhanced interoperability during unexpected or planned outages requiring the relocation of these services. The remote dispatch consoles allow the user to operate a standard laptop utilizing the exact same dispatch application and periphery equipment as the static workstations at the Regional Dispatch Centers, relying on a simple VPN connection to the existing radio network interface, offering full, uncompromised dispatch functionality with the essential benefit of portability.
