Why Action is Necessary

A. and B. Board of County Commissioners’ approval is required to enter into legal agreements with the Florida Department of Transportation.

 

What Action Accomplishes

A.                     Provides funding from Broward County to the Florida Department of Transportation (FDOT) for construction of fiber optic infrastructure upgrades and expansion along SR-814/Atlantic Boulevard from SR-7/US-441 to SR-9/I-95 to be included as part of FDOT’s construction project; and provides for County to maintain any portion of FDOT’s construction project under the Locally Funded Agreement for the project’s useful life.

 

B.                     Establishes an escrow account with the State of Florida, Department of Financial Services, Division of Treasury for County‘s payment to FDOT for the construction of County’s fiber optic infrastructure expansion project along SR-814/Atlantic Boulevard (from SR-7/US-441 to SR-9/I-95).

Summary Explanation/Background

THE PUBLIC WORKS AND ENVIRONMENTAL SERVICES DEPARTMENT AND THE HIGHWAY CONSTRUCTION AND ENGINEERING DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

 

As part of the Broward County Mobility Advancement Program, a fiber optic signal interconnect network is being installed throughout the County to provide high speed communication between traffic signals and the Traffic Management Center. FDOT is implementing an Intelligent Transportation System along SR-814/Atlantic Boulevard from SR-7/US-441 to SR-9/I-95, which overlaps in both scope and geographic limits with the County’s planned fiber optic infrastructure project along SR-814/Atlantic Boulevard from SR-7/US-441 to SR-9/I-95. Broward County and FDOT have determined that it is in their mutual interest to include the County’s work in the FDOT project. Broward County’s contributions to FDOT provide for construction costs to install new fiber optic cable and to connect the traffic signals along this road segment.

 

Motion A seeks Commission approval of a Locally Funded Agreement between Broward County and FDOT to provide for the County to pay FDOT for the installation of County’s fiber optic infrastructure upgrades and expansion within the project limits, at an estimated cost of $521,596, which includes 20% contingency (Exhibit 1). The total estimated cost of FDOT’s construction project, including the County portion of the work, is $6,684,980. County must maintain any portion of FDOT’s construction project under the Locally Funded Agreement for the project’s useful life.

 

Motion B seeks Commission approval of a Three Party Escrow Agreement with FDOT and the State of Florida, Department of Financial Services, Division of Treasury for payment from the County to an escrow account to fund the County’s fiber optic infrastructure upgrades and expansion (Exhibit 2). FDOT requires payment in full of County’s cost of $521,596 within 30 days of execution by FDOT of the Locally Funded Agreement in Motion A.
