MOTION TO APPROVE open-end contract to Gulf Material Sales, LLC, under the Florida Department of Transportation (FDOT) Contract No. DOT-ITB-25-2005-JB, Road Weather Information Systems (RWIS) Equipment and Services, for the Broward County Public Works and Environmental Services Department, in the three-year estimated amount of $1,500,000, authorizing the Director of Purchasing to execute the applicable Participating Addendum, and any amendments to renew the contract for the full duration of the FDOT Contract No. DOT-ITB-25-2005-JB, subject to review and approval for legal sufficiency by the County Attorney’s Office.

Why Action is Necessary
In accordance with Broward County Procurement Code Section 21.47(a), Award and Execution Authority, the Board shall make all awards and authorize the execution of associated contracts with a value of more than $500,000, inclusive of the value of any renewals or extensions provided in the contract.
In accordance with Broward County Procurement Code Section 21.27, Purchases from Other Government Contracts, the Director of Purchasing may purchase goods or services under any procurement contract held by a governmental agency or nonprofit entity, or the County may enter into its own contract with the vendor under the originating contract if conditions are met under this section.
What Action Accomplishes
Provides for road weather information systems’ equipment and services and authorizes the Director of Purchasing to execute the Participating Addendum, subject to review for legal sufficiency by the Office of the County Attorney.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE PUBLIC WORKS AND ENVIRONMENTAL SERVICES DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTION.
This item supports the Board Goal for “Ensuring accessible, seamlessly integrated investments in renewable energy, sustainable practices, manufacturing, resilient infrastructure, and environmental protection.”
The Office of Economic and Small Business Development did not reserve this project or assign County Business Enterprise participation goals based on obtaining services through a preexisting contract with a non-Broward County agency (Exhibit 6).
The purpose of this item enables the use of the Florida Department of Transportation (FDOT) Contract No. DOT-ITB-25-2005-JB, for Road Weather Information Systems (RWIS) Equipment and Services. Accessing this contract allows Broward County to implement RWIS; the County’s establishment of an RWIS network on State and municipal roadways requires the use of the same OEM equipment as FDOT to ensure seamless integration, interoperability, and reliability across jurisdictions.
The FDOT’s Request for Proposal (RFP) No. DOT-ITB-25-2005-JB, Road Weather Information Systems Equipment and Services, was publicly advertised on September 9, 2024 and opened on September 23, 2024; a single response was received from Gulf Material Sales, LLC (Exhibit 2).
A proposal evaluation was performed by FDOT prior to the award; Gulf Material Sales, LLC response was determined to be fair and reasonable, and in compliance with the solicitation scope and mandatory submittal requirements (Exhibit 3). Contract No. DOT-ITB-25-2005-JB was awarded on December 10, 2024, for a three-year term (Exhibit 4).
The Purchasing Division has determined that FDOT Contract No. DOT-ITB-25-2005-JB will provide cost-effective pricing (Exhibit 5). Additionally, the vendor is the only authorized distributor of OTT Hydromet RWIS equipment, which is currently used on State and municipal roadways.
