Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.47, Award and Execution Authority, the Board of County Commissioners’ approval is required for threshold increases above the $500,000 award authority of the Director of Purchasing.
What Action Accomplishes
Provides additional funding to ensure continuity of equipment and parts necessary for the procurement, operations and management of flood sensor equipment, drones, and drone equipment for the PWESD and various County Agencies for the remainder of the agreement.

Summary Explanation/Background
THE PUBLIC WORKS AND ENVIRONMENTAL SERVICES DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.
On July 28, 2023, Broward County awarded a one-year, $300,000 contract to Safeware, Inc. (Contract No. OPN2126972Q1_1) to enable PWESD to purchase public safety and emergency preparedness equipment through the OMNIA Partners cooperative, using Fairfax County, Virginia Contract No. 4400008468, which was competitively solicited (Exhibit 1). Fairfax County later amended its contract to extend the term through September 30, 2028, under the same terms, conditions, and pricing (Exhibit 2).
On September 23, 2024, Broward County executed a Participating Addendum renewing Contract No. OPN2126972Q1_1 through September 30, 2025, with optional annual extensions through September 30, 2028, and establishing a not-to-exceed amount of $500,000. On September 9, 2025, the Director of Purchasing approved a one-year extension through September 30, 2026, maintaining the $500,000 not-to-exceed value (Exhibit 3).
As PWESD expands its use of technology, including roadway-flooding modeling tools, drones, and related equipment, staff require parts and materials to maintain existing assets and need reliable access to procurement resources. Accordingly, PWESD requests an increase in the not-to-exceed amount from $500,000 to $1,000,000 to support purchases through September 30, 2028, expiration of the Fairfax County contract.
