A. MOTION TO APPROVE Grant Agreement between the Community Foundation of Broward, Inc. and Broward County in the amount of $8,644, to fund the Animal Care Division’s (“Division”) large volume spay/neutering events, as part of the Division’s “Get Tipped” Program, for the award period July 1, 2024, through June 30, 2025; authorizing the County Administrator to execute the Grant Agreement, and to take all administrative and budgetary actions necessary to implement acceptance and use of the awarded funds, including the execution of any amendments to the Grant Agreement, provided there is no increase in the County’s financial obligations and subject to review and approval for legal sufficiency by the Office of the County Attorney, and take all necessary administrative and budgetary actions relating to the grant.

B. MOTION TO ADOPT budget Resolution within the Animal Care Sterilization Trust Fund to appropriate revenue in the amount of $8,644 from the Community Foundation of Broward, Inc., to assist in funding the “Get Tipped” Program; Authorizing the County Administrator to take all administrative and budgetary actions to implement and administer same.

Why Action is Necessary
Section 20.31(b)(3) of the Broward County Administrative Code, requires that the Broward County Board of County Commissioners approves all grant agreements. Section 129.06(2)(d), Florida Statutes, requires a budget resolution to recognize unanticipated grant revenue.
What Action Accomplishes
Approves Grant Agreement between the Community Foundation of Broward, Inc. and Broward County; accepts the grant awarded in the amount of $8,644; and authorizes the County Administrator to take all administrative and budgetary actions required to implement the grant award.

Summary Explanation/Background
THE RESILIENT ENVIRONMENT DEPARTMENT AND THE ANIMAL CARE DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
The Community Foundation of Broward, Inc. (“Foundation”), is a Florida non-profit organization that was founded in 1984 as a grantmaking public charity. Their purpose is to provide leadership on community solutions and foster philanthropy that connects people who care with causes that matter. Broward County was awarded this grant to assist in funding Animal Care Division (“Division”)’s “Get Tipped” Program, allowing for large volume spay/neutering events where approximately 30-60 cats per event will receive sterilization, vaccinations, and flea-preventative services, costing no more than $100 per cat. The services provided through this grant will support Broward County communities exclusively.
In accordance with the terms of the Grant Agreement, the Division will submit all requested reports, outcomes, and measures, and submit a final report to the Foundation no later than July 15, 2025.

The Agreement has been reviewed and approved as to form by the Office of the County Attorney.
