Why Action is Necessary
Chapter 447, Florida Statutes, requires that the collective bargaining agreements be ratified by the governing body of the public employer, as well as by the labor union.
What Action Accomplishes
This action resolves collective bargaining with the County’s Government Supervisors Association of Florida, OPEIU, AFL-CIO, Local 100, representing the County’s Professional Unit and establishes labor stability through September 30, 2028.

Summary Explanation/Background
THE FINANCE AND ADMINISTRATIVE SERVICES DEPARTMENT AND THE HUMAN RESOURCES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Government Supervisors Association of Florida, OPEIU, AFL-CIO, Local 100, Professional Unit (“Union”) represents a bargaining unit of approximately 1,166 employees throughout various County agencies. The current Collective Bargaining Agreement (“Agreement”) provided for this unit expires on September 30, 2027.
As a result of negotiations, the parties agreed to end the current Agreement, ending in Fiscal Year 2026/2027, which includes an across-the-board wage increase of 2%. The parties negotiated a new two-year Collective Bargaining Agreement for Fiscal Years 2026/2027 and 2027/2028. The County and the Union agreed for Fiscal Year 2026/2027 to increase the negotiated across the board wage increase from 2% within the applicable salary range to include an additional $2,000 wage increase to base salary amount. For Fiscal Year 2027/2028, effective October 10, 2027, eligible bargaining unit employees will receive an across-the-board wage increase within the applicable salary range of two percent (2%). These proposed increases are consistent with the increases recently approved by the Board for the unrepresented employees for Fiscal Year 2026/2027.
Exhibit 2 summarizes the changes to the Collective Bargaining Agreement. The Collective Bargaining Agreement also provides for the following compensation-related changes:
For Fiscal Year 2026/2027, effective October 11, 2026, eligible bargaining unit employees will receive a 2% and $2,000 base salary increase (within salary range).
For Fiscal Year 2027/2028, effective October 10, 2027, eligible bargaining unit employees will receive a 2% base salary increase (within salary range).
Exhibit 3 provides the fiscal impact for the aforementioned adjustments.
Pending successful ratification by the Union scheduled for October 8, 2026, the two-year successor Collective Bargaining Agreement is being presented with staff’s recommendation for approval by the Board.

Fiscal Impact/Cost Summary
The incremental salary costs for Fiscal Year 2026/2027 and Fiscal Year 2027/2028 associated with the proposed Government Supervisors Association of Florida, Professional agreement are as follows:
For Fiscal Year 2026/2027, the estimated salary costs associated with the proposed agreement are $3,874,550 exclusive of retirement and FICA costs.
For Fiscal Year 2027/2028, the estimated salary costs associated with the proposed agreement are $1,855,880 exclusive of retirement and FICA costs.
Funding for Fiscal Year 2026/2027 is included in the adopted budget. For Fiscal Year 2027/2028, funding will also be included in the respective budget, subject to budgetary appropriations.
