Why Action is Necessary
A. Pursuant to Section 12.4 of the Broward County Code of Ordinances, Tourism Sponsorships not presented to the Tourist Development Council must be approved by the Board.
B. Board approval is required to waive Section 41.01 of the Broward County Administrative Code, which establishes Broward County Transit fares.
What Action Accomplishes
A. Allows the Greater Fort Lauderdale Convention & Visitors Bureau (Visit Lauderdale) to be a sponsor of the potential victory celebrations for the Florida Panthers winning the 2024 Stanley Cup.
B. Allows the Director of the Transportation Department to waive bus fares and to promote the use of Broward County Transit as a transportation option to access community festivities in connection with the potential victory celebrations for the Florida Panthers winning the 2024 Stanley Cup.

THE GREATER FORT LAUDERDALE CONVENTION & VISITORS BUREAU (VISIT LAUDERDALE) RECOMMENDS APPROVAL OF MOTION A. THE TRANSPORTATION DEPARTMENT RECOMMENDS APPROVAL OF MOTION B.
In anticipation of the Florida Panthers winning the 2024 Stanley Cup Champions, the team is planning a victory celebration and is seeking the County’s support. This will be the first championship in franchise history for the Florida Panthers who play their home games and are based in Broward County.
MOTION A
If approved, Motion A authorizes Visit Lauderdale to sponsor the Panther’s victory celebrations in an amount not to exceed $100,000 and authorizes the President of Visit Lauderdale to execute the sponsorship agreement, subject to review and approval by the Office of the County Attorney. Visit Lauderdale will be a sponsor of the celebrations and will receive recognition during the festivities.
MOTION B
Motion B supports the Board’s Mission to “Provide excellent services and leadership to the benefit of all who live, learn, work, and play in Broward County” and its Connected Community Goal of “Prominently marketing Broward County as a brand, while increasing public understanding of programs and services.”
In the event that the Florida Panthers win the Stanley Cup Finals and in connection with celebrations including a potential victory parade within Broward County, this action authorizes the Director of the Transportation Department to waive transit fares for one day only on the selected date of the celebration.
In addition to the existing BCT routes, it is anticipated that on the selected date of the parade, Broward County Transit (BCT) will run express and special service to and from select locations to the local celebration to help alleviate traffic congestion.
This action also provides an opportunity to market BCT to the community as a transportation option and helps the environment by alleviating traffic congestion and taking single occupant vehicles off the roadways.

Fiscal Impact/Cost Summary
Funding for Motion A is included in the Fiscal Year 2024 budget for Visit Lauderdale. Motion B has an estimated revenue loss to the Transit Operating Fund of $54,000 if the celebration is on a weekday or $34,000 if on a weekend day.
