Summary Explanation/Background
THE TRANSPORTATION DEPARTMENT RECOMMENDS APPROVAL OF THIS ITEM.
The item supports the Board’s Connected Community Goal of “Cooperatively delivering an efficient and accessible regional intermodal transportation network.”
On August 20, 2019, Item No. 70, the Board approved a standard form Interlocal Agreement (ILA) to be used between the County and participating municipalities for the provision of community shuttle transportation services for an initial term of three years beginning October 1, 2019, with a County option to renew for two additional one-year terms ending September 30, 2024. In addition to capital, operating, and maintenance assistance, the County also provides technical staff support and assistance, including training, service planning, scheduling, printing of bus schedules, and bus stops signs.
In June 2023, the Broward County Transportation Department (BCT) contracted with a consultant to develop a Comprehensive Operational Analysis (COA) and Service Opti-mization of BCT. The goal of the COA is to assess the current and future County needs and recommend transit improvements, considering the (1) expansion of fixed route, community shuttle, and commuter express services; (2) integration of the planned premium network; (3) incorporation of Mobility on Demand (MOD) options; and (4) recommendations for operational improvements in the near, mid, and long-term that will grow ridership. It is expected that the COA will provide recommendations that include (1) modernizing the route network based on projected demand; (2) evaluations on how to increase annual ridership; (3) updates to BCT’s internal service standards and performance criteria for optimal network performance; and (4) identifying operational or systematic inefficiencies and providing solutions.
On June 4, 2024, Item No. 18, the Board authorized the County Administrator to execute amendments to Community Shuttle Service Interlocal Agreements to extend the term for one additional year due to the COA expected completion date was in the fall of 2024. Delays with the COA have pushed the expected completion date to Fall of 2025.
If this item is approved, the community shuttle program will be extended for a two-year period, ending on September 30, 2027. In addition, approval of this item will authorize the County Administrator to execute form ILAs with municipalities that wish to participate in the program during the extended period (utilizing the existing agreement previously approved by the Board, with the only material modification being the new termination date), as well as authorizing the County Administrator to execute a form amendment to all existing community shuttle ILAs extending the agreements through September 30, 2027, with all such ILAs and amendments subject to review for legal sufficiency by the Office of the County Attorney.
This request for a two-year extension to the Community Shuttle ILAs will ensure continuation of service while the recommendations from the COA are delivered, evaluated (with input from the municipalities), and budgeted for implementation.
