Why Action is Necessary

Board of County Commissioners’ approval is required, at a public hearing, to set rates per Section 34-6 of the Broward County Code of Ordinances. The Broward County Charter requires the posting of notice and a public hearing for adoption of amendments to the County Administrative Code.

 

What Action Accomplishes

Provides for the public hearing required to amend Section 38.18 of the Broward County Administrative Code to revise current water and wastewater service rates, fees, and charges.

Previous Action Taken

The proposed Retail Water and Wastewater rates were presented to the Board of County Commissioners at the Budget Workshop on June 16, 2026, at the Governmental Center.

 

Summary Explanation/Background

THE PUBLIC WORKS AND ENVIRONMENTAL SERVICES DEPARTMENT AND THE WATER AND WASTEWATER SERVICES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

Broward County provides retail water and wastewater services to approximately 58,000 customer accounts throughout the County's Water and Wastewater Services service area. The recommended Fiscal Year 2027 operating and capital program budgets for the Water and Wastewater Fund include increases in water and wastewater retail rates effective for services rendered on or after October 1, 2026 (Exhibit 2). The recommended rates increases are necessary to fund operating costs, debt service costs, and cash-financed capital (Exhibit 3). These rates reflect an overall increase in water revenue of 6.90% and sewer revenue of 6.76%, for a cumulative overall revenue increase of 6.83%. An average residential customer using 5,000 gallons of water per month will experience an overall increase of $5.65 (6.26%) in their monthly water and wastewater bill, from $90.19 to $95.84 (Exhibit 4). Finally, the miscellaneous fees have been amended to include fines for unauthorized hydrant use and water theft up to $500 per occurrence, in addition to "restitution" and other charges.  All other miscellaneous fees remain the same.

 

This action has been reviewed and approved by the Office of Management and Budget.
