Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE BROWARD ADDICTION RECOVERY DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
These actions support the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives,” and the goal of "delivering accessible human services that holistically address the whole person collaboratively and compassionately." Approval of this action enables Broward County to continue providing community-based SUD treatment services to eligible adult residents served by BARC.
BARC provides comprehensive treatment and recovery services to vulnerable Broward County residents experiencing SUD, including opioid use disorder (“OUD”). In May 2017, BARC developed and implemented a medication-assisted treatment (“MAT”) program. This treatment strategy combines Food and Drug Administration-approved medications, counseling, and therapy to help opioid-dependent patients recover and maintain healthy lives.
Studies have shown that MAT significantly increases a patient’s chance to recover from opioid dependency completely. The evidence also indicates that the best outcome and the greatest chance for ongoing recovery from OUD comes from combining medication and patient-specific therapies in a holistic approach to treatment. Combining therapy and medication in a plan tailored to each patient’s specific needs produces a better outcome than either medication or therapy-based treatment alone can achieve.
The Broward Behavioral Health Coalition, Inc. (“BBHC”) is the contracted managing entity under the Florida Department of Children and Families that provides day-to-day operational delivery of behavioral health services, including SUD treatment, in Broward County. BBHC subcontracts SUD treatment services to BARC and other community providers.
On August 2, 2023, BBHC and Broward County entered into Contract No. 34346-23 (Exhibit 3) for the grant year ending June 30, 2024, with BBHC awarding a total of $4,628,015 (including match and uncompensated units) to Broward County.
On January 23, 2024, the Commission approved a First Amendment to the Contract (Exhibit 1) revising the total award amount for grant year 2023-2024 from $4,628,015 to $4,576,412. The First Amendment also revised the cash match from $1,209,280 to $1,192,079. These reduced amounts resulted from a line item split for MAT by BBHC across two years, resulting in a reduction in funding but having no impact on BARC’s ability to provide services to the population served through this grant.
This Second Amendment to Contract No. 34346-23 (Exhibit 2) increases the total award amount for the grant year 2023-2024 from $4,576,412 to $4,643,685, adding $76,437 ($68,710 and funding detail adjustment of $7,727) for a Care Coordination Team. The Care Coordination Team consists of a case manager and a peer specialist who will maintain a caseload of 15 clients, enter data into BBHC software systems, submit program reports, and participate in staffing as scheduled by BBHC. This grant agreement requires 26% match by the County.
The Second Amendment is in BBHC’s format and has been reviewed and approved as to form by the Office of the County Attorney.
