Why Action is Necessary

In accordance with the Broward County Procurement Code, Board approval or delegation of authority is required to approve amendments to agreements over the award authority of the Director of Purchasing.

Amends the Participating Addendum with Matthews Bus Alliance, Inc., to increase the maximum amount and add Federal Transit Administration funding requirements to facilitate the purchase of an additional 19 transit minibuses for the Transportation Department.

Summary Explanation/Background

THE TRANSPORTATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.

 

This item supports the Board Connected Community Goal, “Cooperatively delivering an efficient and accessible regional intermodal transportation network.”

 

Title 49 U.S.C. 5310 authorizes a formula assistance program to provide grant assistance for providers of transportation services for seniors and individuals with disabilities. Section 5310 funds are apportioned annually, based on an administrative formula considering the number of older adults and individuals with disabilities. The Florida Department of Transportation (FDOT) has been designated by the Governor to administer the 49 U.S.C. 5310, Formula Grants for the Enhanced Mobility of Seniors and Individuals with Disabilities Program for small urban and rural areas and does so through a discretionary grant process. Eligible recipients for these include public agency Community Transportation Coordinators (CTCs) and private non-profit organizations.

 

BCT applied for and was awarded a State Fiscal Year 2025 Section 5310 grant in the amount of $2,250,000 ($2,000,000 in federal funds and $250,000 in state funds) that, in combination with a required 10% local match of $250,000 from Broward County, is to be used for the purchase of an additional 19 Transit Minibuses for the Transportation Department’s Paratransit program.

 

On June 10, 2025, Item 49, the Board awarded a contract with Matthews Bus Alliance, Inc., for the purchase of 61 Transit Minibuses for BCT’s Paratransit program, in the amount of $7,836,243 subject to the execution of a Participating Addendum. This item approves the First Amendment to the Participating Addendum with Matthews Bus Alliance, Inc. for the purchase of an additional 19 Transit Minibuses and increasing the maximum not-to-exceed amount of the contract by $2,470,389, from $7,836,243 to $10,306,632. The amendment also adds the latest provisions required by the Federal Transit Administration when the County is utilizing Section 5310 federal grant funds for a purchase. The Amendment has previously been reviewed and approved for legal sufficiency by the Office of the County Attorney.

 

Upon execution of the Amendment, the Transportation Department will submit an order through FDOT for 19 ADA accessible transit vehicles to be purchased through the Transit Research Inspection Procurement Services (TRIPS) program.
