A. MOTION TO AUTHORIZE County Administrator to execute Grant Agreement between Florida Department of Children and Families and Broward County, in the amount of $600,000 ($300,000 grant award to the County and $300,000 County in-kind match), effective November 1, 2025, through June 30, 2026, to increase funding and the number of clients served for certain County-funded agreements, with authority to execute subject to legal sufficiency review and approval by the County Attorney’s Office; and authorize the County Administrator to take all necessary administrative and budgetary actions to implement the Agreement.
B. MOTION TO ADOPT budget Resolution within the Florida Department of Children and Families fund, in the amount of $600,000 ($300,000 grant award to the County and $300,000 County in-kind match).
C. MOTION TO AUTHORIZE County Administrator to negotiate and execute a Third Amendment to Agreement No. 22-CP-ADMIN-6497-01 between Broward County and Q-Q Research Consultants, Limited Liability Company, to conduct a comprehensive needs and asset assessment for the development of a youth violence prevention program and add $50,000 to the Agreement, increasing the Agreement’s maximum funding to $100,000 for Option Period 4, effective November 1, 2025, through June 30, 2026, with authority to execute subject to legal sufficiency review and approval by the County Attorney’s Office; and authorize the County Administrator to take all necessary administrative and budgetary actions to implement the agreement as amended.
D. MOTION TO APPROVE funding increase for Agreement No. 22-CP-HCS-7969-01 between Broward County and Healthy Mothers/Healthy Babies Coalition of Broward County, Inc., in the amount of $50,000, increasing the Agreement’s maximum funding to $364,883 for Option Period 4, effective November 1, 2025, through June 30, 2026, to increase the number of clients to be served, to be executed in accordance with the terms of the Agreement; and authorize the County Administrator to take all necessary administrative and budgetary actions to implement the agreement as amended.

Why Action is Necessary
Motion A. Broward County Board of County Commissioners (“Commission”) approval is required for agreements with external agencies.
Motion B. is necessary because Section 129.06(2)d, Florida Statutes, requires a budget Resolution to recognize revenue.
Motions C. and D. Commission approval is required for agreements with external agencies.
What Action Accomplishes
Motions A through D allow Broward County to use Florida Department of Children and Families state funds to 1) fund a needs and asset assessment for the development of a youth violence prevention program, 2) provide additional funding for maternal health services and supports, and 3) provide additional funding for behavioral health services and supports.

Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE COMMUNITY PARTNERSHIPS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.
These actions support the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.” Florida Department of Children and Families (“DCF”) funds will be utilized to provide support services in Broward County. These services include the delivery of behavioral health crisis stabilization, inpatient services, drop-in recovery services, and maternal health services which will improve health outcomes, reduce service recidivism, and improve access to care for Broward County residents.
DCF is providing funding in the amount of $300,000 to Broward County during the period of September 1, 2025, through June 30, 2026, to support Broward County agencies contracted to render 1) youth violence prevention services, 2) maternal health services and supports, and 3) behavioral health services and supports. Broward County’s required
in-kind match is satisfied through Agreement No. 22-CP-HCS-7969-01 with Healthy Mothers/Healthy Babies Coalition of Broward County, Inc. for maternal health services and supportive services.
The Grant Agreement will be executed pursuant to Specific Appropriation 363 of the Fiscal Year 2025-2026 Florida General Appropriations Act. Delegated authority is requested because the Agreement has not yet been finalized by DCF. Once finalized, the Grant Agreement will be reviewed and approved for legal sufficiency by the County Attorney’s Office.
To ensure compliance with the Grant Agreement between Broward County and DCF, an amendment to the Agreement with Q-Q Research Consultants, Limited Liability Company, is required for the consultant to conduct a comprehensive community desk review and needs assessment to stem the tide of youth violence in Broward County. The goal of this project is to provide a clear, data-driven analysis of the historical and systemic factors contributing to youth violence in Broward County. The findings will assist Broward County’s Human Services Department in planning for the next steps to ultimately determine the need and implement sustainable solutions to stem the tide of youth violence through the development of a youth violence prevention program in Broward County.
Broward County and Q-Q Research Consultants, Limited Liability Company entered into an Agreement for consultation services, customer experience and outcomes assessment on May 11, 2022. This item requests Commission approval of a $50,000 increase for Option Period 4 of the Agreement for the youth violence reduction desk review and comprehensive community needs and asset assessment, effective October 1, 2025, through June 30, 2026. The County Attorney’s Office will review the amendment for legal sufficiency.
Broward County and the Healthy Mothers/Healthy Babies Coalition of Broward County, Inc., entered into an agreement for maternal health services on February 24, 2022. Maternal health services provide therapeutic interventions and other supportive services to reduce the risk and incidence of fetal and infant mortality and aim to improve access to high-quality prenatal and post-natal care, reduce disparities, and improve overall outcomes for mothers and newborns who receive services. This item requests Commission approval of a $50,000 increase for Option Period 4 of the agreement to increase the number of clients served, effective October 1, 2025, through June 30, 2026. The increase will be implemented through a Contract Adjustment in accordance with the terms of the agreement.
Contract Adjustments will also be completed for agreements with South Broward Hospital District d/b/a Memorial Healthcare System, increasing funding by $150,000, and Henderson Behavioral Health, Inc., increasing funding by $50,000, as well as increasing the number of clients served under each Agreement for crisis and inpatient care for individuals experiencing acute mental health or substance use crises in secure, therapeutic environments with stabilization and discharge planning. These Contract Adjustments will be executed in accordance with the terms of the agreements.
Retroactive approval of the Grant Agreement is requested due to the delayed award of funds from the funder.
The Grant Agreement between Broward County and DCF expires prior to the end of Broward County’s Fiscal Year, and all program services and deliverables will be completed during the Grant Agreement term.
