Summary Explanation/Background
THE PURCHASING DIVISION AND THE TRANSPORTATION DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development (OESBD) determined that no Disadvantaged Business Enterprise (DBE) goal should apply to this solicitation (Exhibit 3).
The Agreements provide general planning consulting services on an as-needed basis for the Transportation Department. Services include capital project planning and development; service planning and analysis; environmental planning; economic development planning; organizational assessment, research, analysis and planning; information technology planning and/or integration; public involvement and outreach; project management support; and grants compliance, monitoring and development. Detailed scopes of work will be developed for individual projects under the agreements (Exhibits 1 and 2).
The RFP was advertised on December 12, 2025 and, at the time of the submittal deadline on January 30, 2026, five firms submitted proposals: CCESAR Financial, Inc.; CDM Smith, Inc.; CTS Engineering, Inc.; Kimley-Horn and Associates, Inc.; and WSP USA, Inc.
On March 19, 2026, an Initial Evaluation Committee meeting was held. The Evaluation Committee (EC) determined that all firms were both responsive and responsible to the solicitation requirements. The EC evaluated the responses and shortlisted four vendors to advance to final evaluation, which included vendor presentations, question-and-answer period, numerical scoring, and ranking.
On April 2, 2026, a Final Evaluation Committee meeting was held. After presentations, evaluation, scoring and ranking, the EC named CTS Engineering, Inc. as the first-ranked firm; CDM Smith, Inc. as the second-ranked firm; WSP USA, Inc. as the third-ranked firm; and Kimley-Horn and Associates, Inc. as the fourth-ranked firm.
On April 17, 2026, in accordance with Procurement Code, Section 21.42(k), Procedures for RFPs, RLIs, and RFQs, the ranking of the qualified firms became final, and staff proceeded with negotiations.
Two negotiation meetings were held with CDM Smith, Inc. - on June 4, 2026 and August 6, 2026 - to negotiate the Agreement. These meetings were attended by representatives from CDM Smith, and staff from the Transportation Department, the County Attorney’s Office, and the Purchasing Division.
Two negotiation meetings were held with CTS Engineering, Inc. - on June 24, 2026 and July 7, 2026 - to negotiate the Agreement. These meetings were attended by representatives from CTS Engineering, and staff from the Transportation Department, the County Attorney’s Office, and the Purchasing Division.
Additional supporting documentation provided to the EC regarding this procurement is on the Broward County Purchasing Division website at broward.org/purchasing/repository.
The initial period for both Agreement begins on the date of execution and terminates three years from that date.
Over a potential five-year period (the three-year initial term and should both annual renewals be exercised), the aggregate dollar amount for all Work Authorizations that may be issued under the Agreements, collectively, shall not exceed $25,000,000.
