Why Action is Necessary

In accordance with Broward County Procurement Code Section 21.47, Award and Execution Authority, Board approval is required for awards with a value of more than $500,000, inclusive of the value of any renewals or extensions provided for in the contract. In accordance with Broward County Procurement Code Section 21.51(b), Contracts Resulting from Solicitations or other Procurements, the Director of Purchasing may establish Qualified Lists of Vendors or Qualified Lists of Products for various goods or services.

Summary Explanation/Background

THE PURCHASING DIVISION AND PUBLIC WORKS DEPARTMENT/WATER AND WASTEWATER SERVICES RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

The Office of Economic and Small Business Development (OESBD) determined that no County Business Enterprise (CBE) participation goal should apply to this solicitation based on its review of products requested and availability of CBE firms to provide the products (Exhibit 2).

 

The purpose of this solicitation is to establish a Qualified Vendor List (QVL) to provide water, sewer, and irrigation materials on an as-needed basis. At the time of need, the County will issue quotation requests to the QVL vendors, requesting price, vendor inventory availability, and delivery information (number of days to deliver) for individual items based on brands/bid lines awarded for materials needed. The selected vendor will be determined based on the best price offered by item and by inventory availability/delivery time.

 

Pursuant to Section 21.51 of the Procurement Code, the Purchasing Director would be authorized to add vendors to the QVL (subject to appropriate competition and substantively identical qualifications requirements) and remove vendors that are no longer qualified or have been suspended or debarred.

 

Seven vendors submitted responses to the solicitation; all seven vendors were determined to be responsive and responsible. The proposed QVL consists of the following vendors: Best Plumbing Specialties Inc.; Consolidated Pipe & Supply Company, Inc.; Core & Main LP.; Empire Pipe & Supply Company, Inc.; Ferguson Enterprises, LLC.; Fortiline, Inc. D/B/A Fortiline Waterworks; and Harrington Industrial Plastics LLC.

 

WWS has reviewed the bids submitted by the proposed vendors and concurs with the recommendation for award (Exhibit 3).

 

Seven final vendor performance evaluations have been completed. Out of a possible 5.0 rating, the following vendors had the following overall ratings: Best Plumbing Specialties Inc., 3.09; Consolidated Pipe & Supply Company, Inc., 3.27; Core & Main LP, 3.52; Empire Pipe & Supply Company, Inc., 4.29; Ferguson Enterprises, LLC, 3.41; Fortiline, Inc. D/B/A Fortiline Waterworks, 3.5; and Harrington Industrial Plastics, LLC 3.74. Copies of the vendor performance evaluations are available upon request. 

 

The QVL will start on the date of establishment of the QVL and terminate five years from that date.

 

The solicitation was posted on March 3, 2025, and opened on March 14, 2025; seven responses were received with no declinations (Exhibit 1). 

 

Bid validity is valid through July 12, 2025.

 

The Recommendation for Award was posted on the Purchasing Division website from May 1 - 8, 2025. There was no protest or appeal filed against this procurement.

 

The contracts consist of the County’s solicitation and the vendors’ responses.

Fiscal Impact/Cost Summary

The open-ended contracts have a not-to-exceed amount of $3,500,000 over a potential five-year period. The funds estimated for the current Fiscal Year are included in the current Fiscal Year budget.
