MOTION TO ADOPT Resolution directing the County Administrator to publish Notice of Public Hearing to be held on November 13, 2025, at 10:00 a.m., in Room 422 of Governmental Center East to consider enactment of a proposed Ordinance, the title of which is as follows:
AN ORDINANCE OF THE BOARD OF COUNTY COMMISSIONERS OF BROWARD COUNTY, FLORIDA, PERTAINING TO MOTOR CARRIERS; AMENDING CHAPTER 22½ OF THE BROWARD COUNTY CODE OF ORDINANCES (“CODE”) TO UPDATE MINIMUM VEHICLE STANDARDS AND OTHER PROVISIONS RELATING TO TAXICABS; AND PROVIDING FOR SEVERABILITY, INCLUSION IN THE CODE, AND AN EFFECTIVE DATE.

Why Action is Necessary
Applicable law requires the publication of notice and a public hearing for enactment of amendments to the Broward County Code of Ordinances (“Code”).
What Action Accomplishes
Enables the setting of a public hearing during which the Board of County Commissioners (“Board”) may consider enacting the proposed Ordinance.

Summary Explanation/Background
At the October 7, 2025, meeting of the Board, and based on feedback from stakeholders collected by the Consumer Protection Division (“Division”), including from the hospitality industry, large motor carriers, and small independent taxicab owners, the Board directed the Office of the County Attorney to draft an ordinance addressing improved vehicle standards for taxicabs and other motor carriers operating in Broward County.
The proposed Ordinance, if enacted, will modify the standards for vehicles, operators, and chauffeurs, including:
(i) phasing in, over a period of five (5) years, a maximum vehicle age for taxicabs of ten (10) model years;
(ii) establishing a program for rating taxicabs and training taxicab drivers; and
(iii) establishing additional standards for the interior and exterior of vehicles.
At the Mayor’s request, this item is being placed on the agenda on an expedited basis while the proposed Ordinance is being finalized to provide greater notice that the issue will be initially addressed at the October 21, 2025, meeting. This greater notice should facilitate the timely preparation of any proposed amendments prior to the public hearing on November 13, 2025. The proposed Ordinance (Exhibit 2) and Business Impact Estimate (Exhibit 3) will be distributed as additional material.
