Why Action is Necessary

The County Administrator must provide notice to the Board of all grant agreements signed during a scheduled Board recess or period when the Board does not formally meet, at the Board’s first formal meeting after such an absence.

 

What Action Accomplishes

Provides notice of all grant agreements/amendments executed during the 2026 summer recess in accordance with Section 20.31.b.3, Broward Administrative Code.

Summary Explanation/Background

Section 20.31.b.3, Broward County Administrative Code, authorizes the County Administrator to execute all grant agreements/amendments on behalf of the Board “during any scheduled Board recess and during any period of time when the Board does not formally meet and non-action by the County would jeopardize receipt of the grant.” The County Administrator must provide notice of all grant agreements executed during the Board’s absence in a report at the first formal meeting after the Board returns.

 

Since the Board’s last scheduled meeting on June 9, 2026, the County Administrator executed the following grant agreements/amendments after the County Attorney’s Office review and approval for the following agreements/amendments:

 

1.                     Aviation Department (BCAD), Finance Division, with Florida Department of Transportation (FDOT) (Exhibit 1); Agreement Number 449632-1-94-01, in the amount of $3,912,400 with a $978,100 local match from the HWO Capital Fund. Funding for Separated Shared Use Path Construction project is included in the Broward County Fiscal Year 2026 Adopted Budget. Funds support the design and construction of the shared-use path and related infrastructure improvements at North Perry Airport in Pembroke Pines. Effective from the date of the final signature to December 31, 2028.

 

2.                     Human Services Department (HSD), Broward Addiction Recovery Center (BARC), with the Broward Behavioral Health Coalition, Inc. (BBHC). Contract Number 34346-26 (Exhibit 2), in the amount of $3,424,955 with a $386,355 cash match from BARC’s Substance Abuse Services Grant Fund. Funding for the treatment services is included in the Broward County Fiscal Year 2026 Adopted Budget. Funds support community-based substance use treatment services, including opioid use disorder services, provided to eligible Broward County residents. Effective from July 1, 2026, to June 30, 2027.

 

3.                     Human Services Department (HSD), Crisis Intervention and Support Division (CISD), with Florida Department of Health (FDOH), Contract Number COQFD (Exhibit 3), in the amount of $2,102,395. Funding for the Child Protection program is included in the Broward County Fiscal Year 2026 Adopted Budget. Funds support salaries and fringe benefits for 17 staff members of the Child Protection Team at the Nancy J. Cotterman. Effective from July 1, 2026, to June 30, 2029.

 

4.                     Human Services Department (HSD), Elderly and Veterans Services Division (EVSD), with the Areawide Council on Aging of Broward County, Inc., Alzheimer’s Disease Initiative (ADI) Amendment Number 001 to Contract No. JZ025-15-2026 (Exhibit 4), increasing the contract amount by $100,000, from $1,877,811 to $1,977,811. Funding for the ADI program is included in the Broward County Fiscal Year 2026 Adopted Budget. Funds support home- and community-based services for individuals 18 years of age and older with Alzheimer's Disease or a related dementia to help prevent premature institutionalization. Effective from July 1, 2025, through June 30, 2026.

 

5.                     Human Services Department (HSD), Elderly and Veterans Services Division (EVSD), with Areawide Council on Aging of Broward County, Inc., Community Care for the Elderly (CCE) Contract Number JC026-15-2027 (Exhibit 5), in the amount of $7,726,937, with a cash match of $858,548 from County General Fund. Partial funding for the CCE program is included in the Broward County Fiscal Year 2026 Adopted Budget. This action budgets the unanticipated revenue in the amount of $106,819 (Budget Resolution; Exhibit 6). Funds support the prevention of premature, inappropriate, and costly placement of older adults in nursing homes and other institutional settings by helping delay or avoid such placements. Effective from July 1, 2026, to June 30, 2027.

 

6.                     Human Services Department (HSD), Elderly and Veterans Services Division (EVSD), with Areawide Council on Aging of Broward County, Inc., Home Care for the Elderly (HCE) Contract Number JH026-15-2027 (Exhibit 7), in the amount of $296,143. Funding for the HCE Program is included in the Broward County Fiscal Year 2026 Adopted Budget. Funds encourage the provision of care for elders in family-type living arrangements in private homes as an alternative to nursing homes or other institutional care settings. Effective from July 1, 2026, to June 30, 2027.

 

7.                     Human Services Department (HSD), Elderly and Veterans Services Division (EVSD), with Areawide Council on Aging of Broward County, Inc., Alzheimer’s Disease Initiative (ADI) Contract Number JZ026-15-2027 (Exhibit 8), in the amount of $1,978,000.  Partial funding for the CCE program is included in the Broward County Fiscal Year 2026 Adopted Budget. This action budgets the unanticipated revenue in the amount of $84,000 (Budget Resolution; Exhibit 9). Funds provide services to meet the needs of caregivers and individuals with Alzheimer’s Disease and other forms of dementia or other related disorders. Effective from July 1, 2026, to June 30, 2027.

 

8.                     Transportation Department, Administration Division, with the Greater Miami Sports Commission, Inc., acting as the FIFA World Cup 2026 Miami Host Committee, Agreement Number (T0489) (Exhibit 10), in the amount of $130,271. This action budgets the unanticipated revenue in the amount of $130,271 (Budget Resolution; Exhibit 11). Funds support eligible public safety and security operations associated with the 2026 FIFA World Cup. Effective from July 4, 2025, to July 31, 2026.
