Summary Explanation/Background
THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.
This action will approve the termination for convenience of the Agreement with Convergint Technologies LLC, (“Provider”) and will authorize the Director of Aviation to send notice(s) of termination pursuant to the Agreement and to take all necessary actions to effectuate termination of the Agreement.
On June 7, 2016, the Board approved and executed the Agreement to provide the Broward County Aviation Department (“BCAD”) with a comprehensive and automated Credentialing Management System (“CMS”) for issuing media ID badges and keys for restricted and public areas, managing access to the airfield, and assigning access to secure areas within the Fort Lauderdale-Hollywood International Airport (“FLL”).
The Provider also agreed to assess BCAD's business and technical needs and design and configure the CMS to meet FLL's requirements and functions, per the specifications and technical requirements outlined in the Agreement. The CMS services went live at FLL on December 7, 2020. The initial term of the Agreement expires on December 7, 2027.
Since the CMS system went live, the Provider has struggled to adapt to some changes required in support of federal regulatory compliance guidelines. Because of the importance of the credentialing function at FLL and its compliance with federal requirements, BCAD is requesting approval to terminate the Agreement for convenience. This action will approve the termination of the Agreement and authorize the Director of Aviation to send notice(s) of termination pursuant to the Agreement and take all necessary actions to effectuate the termination.
BCAD is transitioning to a manual badge processing protocol to ensure thorough quality checks and compliance with federal regulatory guidelines. Additionally, BCAD will consult with other airports to research and explore other options to obtain CMS services.
