A Resolution directing the County Administrator to publish notice of public hearing to consider enactment of the Ordinance was adopted by the Board of County Commissioners (“Board”) at its meeting of October 21, 2025.

Summary Explanation/Background

At the October 7, 2025, meeting of the Board, and based on feedback from stakeholders collected by the Consumer Protection Division (“Division”), including from the hospitality industry, large motor carriers, and small independent taxicab owners, the Board directed the County Attorney’s Office to draft an Ordinance addressing improved vehicle standards for taxicabs and other motor carriers operating in Broward County.

The proposed Ordinance, if enacted, will modify the standards for vehicles, operators, and chauffeurs, including:

(1) phasing in, over a period of five years, a maximum vehicle age for taxicabs of ten model years;

(2) establishing a program for rating taxicabs and training taxicab drivers; and

(3) establishing additional standards for the interior and exterior of vehicles.

 

An amendment proposed by Senator Steve Geller (Exhibit 2) would remove the proposed requirement that, effective immediately, taxicabs operating at the Airport and the Port be less than ten model years of age. As a result, taxis operating at the Airport and Port would be subject to the same vehicle age restrictions as those applicable to all taxis operating throughout the County, including the five-year phase-in of the ten-year vehicle age limitation.

 

An amendment proposed by Commissioner Alexandra P. Davis (Exhibit 3) would modify the ten-year requirement to permit vehicles to either be (a) not more than ten model years of age, or (b) not more than fifteen model years of age but less than 150,000 miles.
