Summary Explanation/Background

THE PORT EVERGLADES DEPARTMENT RECOMMENDS APPROVAL.

This action supports the Broward County Board of County Commissioners' (“Board”) Value of “Building partnership and working collaboratively with others to meet shared objectives,” and the Goal of “Ensuring economic opportunities and a sustainable economy, with an emphasis on Broward’s lower and middle class.”

On September 25, 2026, Port Everglades was notified that the Federal Emergency Management Agency (“FEMA”) Fiscal Year 2026 Preparedness Grant Program had awarded Broward County and the Port Everglades Department grant funding under the Port Security Grant Program (“PSGP”) in the amount of $448,348 to add real-time display video systems to integrate and enhance the Port’s current maritime domain awareness capabilities (see Exhibit 2). This grant also allows for the continued repair, replacement, and enhancement of the Port’s current dynamic Closed-Circuit Television (“CCTV”) System that provides security coverage to the waterfront areas, perimeter fencing, and cruise terminal interiors. This project supplements funding previously provided to the Port for CCTV systems through 2019, 2021, and 2023 PSGP grants.

Funding for projects approved by the U.S. Coast Guard and FEMA require a 25% cost share ($149,450) from Port Everglades. Total estimated project cost for the approved security projects, including the Port matching funds, is $597,798.

Approval of this item will allow the County Administrator to approve and delegate digital grant acceptance for the Grant Award Letter by the Broward County assigned Authorized Official at Port Everglades to approve the grant award documents. Note that the Grant Award Letter has certain information redacted since it is considered Sensitive Security Information.
