THE BROWARD COUNTY CULTURAL DIVISION RECOMMENDS APPROVAL OF THE ABOVE MOTION.
This item supports the Board's Healthy Community Goal of cultivating community culture, arts, recreation, and life-long learning.
During the Budget Hearings held on September 19, 2023 and September 17, 2024, the Board approved the five-year capital improvement plan in an amount up to $5 million as the County's contribution for improvements at PACA.
The proposed Tri-Party Grant Agreement (“Agreement”) (Exhibit 1) provides for Broward County (“County”) and the City of Fort Lauderdale (“City”) to provide funding or in-kind land contributions to fund capital improvements to the Broward Center for the Performing Arts. Pursuant to the Agreement, County will provide up to $1,000,000 per Fiscal Year in matching funds as follows: (a) $500,000 in dollar-for-dollar matching funds for PACA’s actual capital expenditures; and (b) $500,000 in two-to-one matching funds for the annual allocation of the City’s in-kind land contribution. The County’s total aggregate contribution will not exceed $5,000,000. The City will make an in-kind land contribution to PACA in the form of a donated parcel of land located at 9 SW 6th Avenue, totaling 17,500 square feet and valued at $2,100,000. The donated parcel will be deemed an in-kind contribution of $250,000 annually by the City for a total in-kind contribution of $1,250,000 over five years. Credit for the remaining value of the in-kind contribution is addressed in the Supplemental Agreement, which is solely between the City and PACA.
The $10 million of projected capital improvement projects include within three categories of projects: facilities, production, and technology. These projects aim to enhance the functionality, safety, and efficiency of the Broward Center for the Performing Arts’ infrastructure and operations.

Fiscal Impact/Cost Summary
Starting in Fiscal Year 2025 and ending in Fiscal Year 2028, the first year has up to $2 million in funding and the remaining years have an annual amount of up to $1,000,000, is budgeted in the Tourist Development Tax Capital Fund for a total up to the planned contribution of $5,000,000. Per the agreement, this funding would be distributed to PACA if matching requirements defined in the agreement are met in an amount not to exceed a total of $5,000,000.
