Subsequently, on May 10, 2022, the Broward County Board of County Commissioners approved the County’s participation in the SFAA Regional Marketplace Pilot Project beginning 2022 through 2025 (agenda item No. 4).
Summary Explanation/Background
THE OFFICE OF ECONOMIC AND SMALL BUSINESS DEVELOPMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.
On October 6, 2020, the Board passed Resolution No. 2020-506 (agenda item No. 19) approving the execution of the South Florida Anchor Alliance (SFAA) membership pledge to collaborate as an anchor institution in the implementation of strategies to build a healthy, thriving and prosperous South Florida. Broward County’s Office of Economic and Small Business Development, Human Resources Department, and the Purchasing Division participate as active members of the sub-committees and work with the other SFAA anchors to drive more of their multi-billion-dollar annual business spend toward local, small, and diverse businesses while also investing in local hiring and talent development.
Subsequently, on May 10, 2022, the Broward County Board of County Commissioners approved the County’s participation in the SFAA Regional Marketplace Pilot Project beginning 2022 through 2025 (agenda item No. 4). The SFAA invited Broward County and other SFAA anchors to participate in the SFAA Regional Marketplace Pilot (“Project”) at no cost to the County. The goal of the Project is to provide a one-stop shop for vendor registration, e-certification, procurement sourcing and program matching/technical assistance for small businesses by connecting them to services, resources, and contracting opportunities with SFAA anchor institutions in Broward and Miami-Dade (“Regional Marketplace”). Any costs for the Project will be funded through grant(s) from the Health Foundation of South Florida. A letter of intent to participate in the Project was submitted by the Broward County Administrator, contingent upon County Commission approval. Project participants include: Broward County Public Schools, Miami-Dade Public Schools, Broward College, Florida International University, Broward Health, City of Miami, University of Miami, Broward County and Miami-Dade County.
The first phase of the pilot has been completed and included the official launch of the SFAA Regional Marketplace platform that advertised procurement opportunities from eleven anchor institutions under one system. Building on insights from phase 1 in the areas of data tracking and reporting, procurement systems interface, and vendor engagement, the SFAA decided to procure a technology partner for phase 2 of the pilot program.
Phase 2 project participation includes committing to:
• Providing data of procurement opportunities or links to the data available in BPRO or the County’s Purchasing website. Data sharing conditions will be negotiated prior to entering into any partnership agreements.
• Providing CBE and SBE vendor information available currently in the public Small Business Directory. Data sharing conditions will be negotiated prior to entering into any partnership agreements.
• Promoting of the Regional Marketplace with vendors and collaborating with the Health Foundation of South Florida and SFAA members on Regional Marketplace launch efforts.
• Promoting and supporting businesses in their utilization of the Regional Marketplace.
• Participating with all anchors and the vendor selected by the SFAA, in the development and final negotiations of an SFAA umbrella agreement. Deliverables will include but will not be limited to anchor participation in the Regional Marketplace, number of RFPs shared, number of businesses participating in the Regional Marketplace, number of contracts secured, amount of contracts secured, and number of capacity building opportunities provided.
As an original SFAA member, Broward County is honored to be part of this initiative, committed to fostering opportunities for our local businesses, and strengthening our community’s economic future. The SFAA is a strategic initiative of the Health Foundation of South Florida which acts as the backbone organization with fiscal management responsibilities for the SFAA. Phase 2 is a continuation of phase 1 and will engage a new technology partner and enhancements based on lessons learned from phase 1.
