Summary Explanation/Background

Chapter 3½ of the Broward County Code of Ordinances identifies the process by which every person, firm, corporation, or association must abide to provide emergency medical services within Broward County, Florida. The Consumer Protection Division acts as the designee of the County Administrator for the purposes of reviewing and processing applications for Certificates of Public Convenience and Necessity, including Class 2 - ALS Transfer and Class 3 - BLS Transport services. The application process and monitoring of certified agencies are further promulgated through the rules and regulations set forth in Chapter 3 ½ of the Broward County Code of Ordinances.

The Consumer Protection Division has received and reviewed the applications from E Care Ambulance, Inc. and has found the above applicant to be in compliance with all County rules and regulations relating to the provisions of Class 2 - ALS Transfer and Class 3 - BLS Transport services. The full applications, including attachments, are maintained by the Consumer Protection Division. The Consumer Protection Division will present the applications to the Board for consideration during the public hearing scheduled for June 9, 2026.

This item is submitted after the deadline because the circumstances necessitating submission arose after the deadline. The substance of this item printed with this agenda as Item 15 but withdrawn prior to the meeting. This item allows the Board to consider setting a public hearing on June 9, 2026, to consider the applications of E-Care Ambulance, Inc. submitted on October 25, 2025. Due to a required 30-day notice period for consideration of the item, failure to include this item on the April 28, 2026, agenda will mean that the Board will be able to consider the applications no earlier than August of 2026, almost ten months after the applications were submitted. The applications have gone through the full review required by Chapter 3½ prior to consideration by the Board of County Commissioners, including review by the EMS Review Committee.
