Summary Explanation/Background

THE HUMAN SERVICES DEPARTMENT AND THE COMMUNITY PARTNERSHIPS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

 

This action supports the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.” Approval of the action removes the ECOSTA program, which assists youth with obtaining knowledge and understanding that leads to economic stability and job/employment experiences, from the Agreement with YWCA South Florida, Inc. Removal of this program will decrease the Agreement amount by $75,000 from $181,897 to $106,897. The $75,000 decrease will be reallocated among other providers within the Children’s Services Continuum of Care.

 

On January 9, 2025, Broward County and YWCA South Florida, Inc., entered into the original Agreement for the provision of Court Supervision Drop-in Childcare Services with Enrichment program and ECOSTA program. The Agreement included one initial term and two renewal options. On September 16, 2025 (Item No. 5) the Commission approved an amendment of the Agreement to expand the eligibility requirements for the Court Supervision Drop-in Childcare Services with Enrichment.

 

At the beginning of the first renewal option, YWCA South Florida, Inc. requested the removal of the ECOSTA program due to persistent operational challenges that were highlighted during the annual monitoring visit and that led to underutilization of funds during the initial term of the Agreement. YWCA South Florida, Inc. and CPD staff determined it would be in the best interest of the clients to terminate the ECOSTA program under this Agreement and for YWCA South Florida, Inc., to assist in the warm handoff of each client to other providers or services within the community.

 

Retroactive approval is requested due to discussions with the Provider about how best to wind down the program.

 

The Third Amendment (Exhibit 1) has been reviewed and approved for legal sufficiency by the County Attorney’s Office.
