In accordance with the Broward County Procurement Code, Section 21.47, Award and Execution Authority, Board approval is required for awards with a value of more than $500,000, inclusive of the value of any renewals or extensions provided for in the contract, that include a rejection of apparent low bidder.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE FINANCE AND ADMINSTRATIVE SERVICES DEPARTMENT/RISK MANAGEMENT DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development (OESBD) determined that no County Business Enterprise (CBE) participation goal should apply to this solicitation based on OESBD review of the products and services and availability of CBE firms (Exhibit 2).
The contract provides for general and specialized occupational medical services, including drug and alcohol testing services. Occupational medical services detect medical conditions which would place Broward County employees at increased risk of health impairment from work exposures or work practices.
The Director of Purchasing determined the apparent low bidder, Demand Diagnostics Lab LLC, non-responsive to the bid requirements, for failure to submit pricing for all line items, in accordance with the solicitation’s basis of award.
The Director of Purchasing determined the apparent second low bidder, FB Health Solutions LLC dba AFC Urgent Care Hallandale Beach, non-responsive to the solicitation’s specifications and requirements; the vendor does not provide three physical service locations within Broward County - Central, North, and South (Exhibit 3).
The initial bid submitted by AssociatesMD Medical Group, Inc. (AssociatesMD), a Local Business and a Locally Based Business, in the amount of $1,410,859, is within 5% of the initial bid submitted by Occupational Health Centers of the Southwest, P.A. dba Concentra Medical Centers (Concentra), a Local Business, in the amount of $1,389,810. In accordance with Local Preference Ordinance, Broward County Code of Ordinances, Section 1-75, a best and final offer (BAFO) process was initiated between both vendors. After reviewing the BAFO responses, AssociatesMD was determined to be the low bidder. As a result of the BAFO process, AssociatesMD’s initial three-year bid amount was reduced by $73,745 (Exhibit 5).
The Risk Management Division reviewed the bid submitted by AssociatesMD and concurs with the recommendation for award (Exhibit 4).
One County vendor performance evaluation was completed for AssociatesMD; the vendor has an overall performance rating of 4.0 out of possible rating of 5.0. Copies of the vendor performance evaluation are available on request.
Incumbent: AssociatesMD; Contract No. GEN2117369B1, Occupational Medical Services/Drug and Alcohol Testing; Contract Term: March 2, 2019, through September 18, 2025. Expenditures to date: $1,596,133.
The bid was advertised on July 10, 2025, and opened on August 1, 2025; four bids were received with no declinations (Exhibit 1).
The Recommendation for Award was posted on the Purchasing Division website from September 29 - October 6, 2025. There was no protest filed against this procurement.
The amounts referenced in this agenda item were rounded to the nearest whole dollar. Vendor payments will be based on the actual total bid amount. The bid tabulation reflects the actual amount of the award.
The contract consists of the County’s solicitation and the vendor’s response.
The initial contract period begins on the date of award, and terminates three years from that date, unless extended.
