Why Action is Necessary

Pursuant to Section 163.01, Florida Statutes, action is required by the Broward County Board of County Commissioners to approve Interlocal Agreements between Broward County, municipal governments, and independent districts.

What Action Accomplishes

This agreement supports implementation of the Broward county-wide Integrated Water Resources Plan through county-wide operation of a comprehensive regional water conservation and incentives program designed to encourage residents and businesses in Broward County to adopt an enduring water conservation ethic that supports long-term water resource sustainability and to achieve permanent and measurable water savings through replacement of low efficiency plumbing fixtures with high efficiency models.

Summary Explanation/Background

THE RESILIENT ENVIRONMENT DEPARTMENT AND NATURAL RESOURCES DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.

This item supports the County Commission’s Value of Collaborates: Building partnerships and working collaboratively with others to meet shared objectives; and the Goal of Resilient Community: Ensuring accessible, seamlessly integrated investments in renewable energy, sustainable practices, manufacturing, resilient infrastructure, and environmental protection.

Action on this item approves an Interlocal Agreement between Broward County and the City of Dania Beach to join the Broward Water Partnership (aka Conservation Pays), a county-wide water conservation and incentives program. This Agreement provides, Broward County’s Natural Resources Division with reimbursement for program administration, promotion, and implementation associated with delivery of this regional program. The City of Dania Beach is entering the program in the final two years of the Conservation Pays’ current five-year Interlocal Agreement with other partner municipalities and utilities that entered into agreements with the County in 2022, and demonstrates cost-effective collaborations in furtherance of regional water quality and water conservation goals.

In 2011, the Broward Water Partnership was formed and formalized though a five-year Interlocal Agreement (Fiscal Year 2012-2016). Partner entities committed resources to fund a regional rebate and incentives program and agreed to the centralized administration of the program by Broward County’s Natural Resources Division. In 2017, the Broward Water Partnership was renewed for a second five-year term (Fiscal Year 2017-2021) and renewed for a third five-year term (Fiscal Year 2022- Fiscal Year 2026) in 2021.
