Summary Explanation/Background
THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.
This action approves the Seventh Amendment to the Agreement to provide additional funding for continued consultant services for the Terminal Modernization program at FLL and update certain rates and terms in the Agreement.
The Office of Economic and Small Business Development established a County Business Enterprise ("CBE") goal of 20% for this project. Gresham Smith committed to 20% CBE participation. To date, Gresham Smith has been paid $44,728,244, and has paid CBE firms $10,963,807, for 24.51% participation (Exhibit 2).
On January 31, 2012 (Item No. 21), the Board approved the Agreement for Terminal Modernization of Terminal 1, Terminal 2, and Terminal 3 (“T3”) at FLL, for professional architectural, engineering, and construction administration services, for a maximum not-to-exceed amount of $14,000,000. Additional information regarding the Agreement and subsequent Board actions is included in Exhibit 3.
Gresham Smith is the primary consultant that provides professional services for the Terminal Modernization program (“Program”). All other projects included in the Program have been completed, except for the Terminal Connectors and T3 Generator Replacement projects.
The Terminal Connectors project was initially advertised on October 6, 2021, and was re-advertised on September 29, 2023. On May 7, 2024 (Item No. 51), the Board awarded the construction contract in the amount of $228,560,358. Additional funding as part of the proposed Seventh Amendment will provide for project management and construction administration services required for the duration of the project.
On May 21, 2024 (Item No. 46), the Board awarded the T3 Generator Replacement construction contract in the amount of $13,622,267. The additional funding in the proposed Seventh Amendment will also provide for required project representative services for the ongoing T3 Generator Replacement project. These are mission-critical projects designed by Gresham Smith, which are necessary for the Broward County Aviation Department and will enhance operations at FLL.
The proposed Seventh Amendment will provide funding for continued consultant services, increasing labor by $7,500,000, for a revised total Agreement amount of $63,100,000, and update certain rates and terms in the Agreement.
The proposed Seventh Amendment has been reviewed and approved as to form by the Office of the County Attorney.
