MOTION TO ADOPT Resolution providing funding for certain services, the title of which is as follows:
A RESOLUTION OF THE BOARD OF COUNTY COMMISSIONERS OF BROWARD COUNTY, FLORIDA, AUTHORIZING APPROPRIATION AND DISBURSEMENT OF FLORIDA DEPARTMENT OF CHILDREN AND FAMILIES FISCAL YEAR 2025-2026 GRANT FUNDS IN THE AGGREGATE AMOUNT OF $1,085,268 TO SPECIFIED SERVICE PROVIDERS FOR THE PROVISION OF EMERGENCY SHELTER SERVICES, RAPID RE-HOUSING SERVICES, RENT PAYMENT ASSISTANCE, AND SUPPORTIVE SERVICES TO INDIVIDUALS AND FAMILIES EXPERIENCING HOMELESSNESS IN BROWARD COUNTY AND FOR ADMINISTRATIVE SERVICES; AUTHORIZING THE COUNTY ADMINISTRATOR TO EXECUTE AGREEMENTS WITH THE SPECIFIED SERVICE PROVIDERS AND TO TAKE ALL NECESSARY ADMINISTRATIVE AND BUDGETARY ACTIONS TO IMPLEMENT THE AGREEMENTS WITH THE PROVIDERS; AND PROVIDING FOR SEVERABILITY AND AN EFFECTIVE DATE.

Why Action is Necessary
Broward County Board of Commissioners (“Commission”) adoption of this Resolution is required for appropriation and disbursement of grant funds for agreements with external agencies and to authorize the County Administrator to execute agreements with specified service providers.
What Action Accomplishes
Adoption of the Motion authorizes funding for specified service providers to assist the Human Services Department (“HSD”) in providing services that address the multifaceted needs of the homeless population in Broward County using a collaborative, comprehensive, and integrated approach.

Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE HOUSING OPTIONS, SOLUTIONS, AND SUPPORTS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
These actions support the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.” Funding will support services that focus on individuals and families experiencing homelessness. The HSD’s grant funding provisions in Chapter 23, Part II, of the Broward County Administrative Code require a formal grant process and Commission adoption of a Resolution authorizing the allocation of funds to specified service providers.
HSD’s Housing Options, Solutions, and Supports Division (“HOSS-D”) requests Commission approval of its Fiscal Year 2025 through 2026 DCF funding recommendations to the specified service provider agreements listed in Exhibit 1, Attachment A. HOSS-D requests approval for the County Administrator to execute new agreements with the specified service providers identified with an “N” in Exhibit 1, Attachment A.
The Florida Department of Children and Families (“DCF”) did not issue an RFP for these grants, instead DCF awarded a new contract to each organization that had been under contract for these programs in DCF Fiscal Year 24-25. All three programs, Emergency Solutions Grant, Staffing Grant, and Challenge grant are included in this contract, LP028 Unified Homelessness Contract.
The Emergency Solutions Grant ($210,041) provides funding for rapid rehousing, emergency shelter, and supportive services. Contracts for these services are being awarded to two different providers through this action. The Staffing Grant ($181,271) provides funding for staff to support Homeless Continuum of Care functions such as board meetings, community engagement, and policy development. This funding is required to remain internal to the County. The Challenge Grant ($693,956) funds activities listed in the Homeless Continuum of Care plan designed to help individuals and families resolve their homelessness with support and services designed to help them on the path to obtaining permanent housing. This program is managed by County staff and will remain internal to the County.
On January 21,2025, in anticipation of the new contract, the County issued an RFP for services funded by ESG funds only with responses due on February 21, 2025. A letter of support from the Homeless Continuum of Care Board (Exhibit 2) is attached.
The Agreements with the specified service providers will be reviewed and approved for legal sufficiency by the County Attorney’s Office prior to execution by the County Administrator.
The new Unified Homeless Contract was received by the County on June 19, 2025. After review and modifications, the agreement was executed by the County Administrator on July 17, 2025, through the summer recess process and is currently pending execution by the State.

Fiscal Impact/Cost Summary
The DCF appropriation is $1,085,268 effective July 1, 2025, through June 30, 2026. Broward County will use previously budgeted staff salaries to comply with the match requirement.
