MOTION TO ADOPT Resolution directing the County Administrator to publish Notice of Public Hearing to be held on October 6, 2026, at 10:00 a.m., in Room 422 of Governmental Center East, to consider enactment of an Ordinance adopting proposed amendments to the Broward County Land Use Plan text (PCT 26-4, PCT 26-5, PCT 26-6, PCT 26-7 and PCT 26-8), pertaining to BrowardNext, as amendments to the Broward County Comprehensive Plan, the title of which is as follows:
AN ORDINANCE OF THE BOARD OF COUNTY COMMISSIONERS OF BROWARD COUNTY, FLORIDA, ADOPTING AN AMENDMENT TO THE BROWARD COUNTY LAND USE PLAN TEXT OF THE BROWARD COUNTY COMPREHENSIVE PLAN REGARDING HIGHLIGHTED REGIONAL ISSUES, POLICIES, DEFINITIONS, PERMITTED USES, AND RECOMMENDED PRACTICES; AND PROVIDING FOR SEVERABILITY AND AN EFFECTIVE DATE.

Why Action is Necessary
It is necessary to schedule a public hearing of the Broward County Board of County Commissioners to be held subsequent to receipt of a recommendation from the Broward County Planning Council prior to adoption of an amendment to the Broward County Comprehensive Plan.
What Action Accomplishes
The Resolution directs the County Administrator to set a public hearing for October 6, 2026, to consider adoption of proposed text amendments PCT 26-4, PCT 26-5, PCT 26-6, PCT 26-7 and PCT 26-8, which are amendments to the Broward County Land Use Plan, pursuant to Section 163.3184, Florida Statutes, as amended.

Summary Explanation/Background
The Planning Council, as the Local Planning Agency (LPA) responsible for the Broward County Land Use Plan, considered the following proposed text amendments, PCT 26-4, PCT 26-5, PCT 26-6, PCT 26-7 and PCT 26-8, which are the culmination of the seven-year update to the BrowardNext-Broward County Land Use Plan, at its April 23, 2026, public hearing and recommended approval as detailed below, including not requiring a second Planning Council public hearing (Vote of the Planning Council; Unanimous: 14-0: Abramson, Brunson, Castillo, Fisher, Geller, Gomez, Greenberg, Hardin, Horland, Levy, Railey, Rosenof, Zeman and DiGiorgio):
AMENDMENT PCT 26-4 - Highlighted Regional Issues
Approval.
AMENDMENT PCT 26-5 - Policies
Approval, including the clarification of Policy 2.16.3 and excluding Policy 2.24.5.
AMENDMENT PCT 26-6 - Definitions
Approval, with the additional clarification of the Aircraft definition and the deletion of the Water Storage definition.
AMENDMENT PCT 26-7 - Permitted Uses
Approval, excluding the proposal to permit affordable housing on parcels under 5 acres and designated Recreation and Open Space.

AMENDMENT PCT 26-5 - Policies
Approval per April 23, 2026, Planning Council recommendation, and the addition of an affordable housing buyout for Policy 2.16.3 regarding bonus density and the exclusion of the clarification of Policy 2.16.4.
AMENDMENT PCT 26-6 - Definitions
Approval per April 23, 2026, Planning Council recommendation.
AMENDMENT PCT 26-7 - Permitted Uses
Approval per April 23, 2026, Planning Council recommendation.
AMENDMENT PCT 26-8 - Recommended Practices
Approval per April 23, 2026, Planning Council recommendation, and deletion of proposed Policy 3.2.6.
It is noted that inconsequential changes are reflected in Policy 2.16.3 of PCT 26-5 and Permitted Use Section Item e: "Redevelopment in Coastal High Hazard Area" of PCT 26-7 to satisfy comments issued by Florida Commerce relative to SB 180. Planning Council staff recommends that any recommendation of approval be based on the updated proposals.
Further, if the County Commission sets the public hearing, the full amendment report and associated attachments will be included as an exhibit to the public hearing item.
