Summary Explanation/Background
THE PUBLIC WORKS DEPARTMENT / HIGHWAY AND BRIDGE MAINTENANCE DIVISION RECOMMENDS APPROVAL OF THE ABOVE MOTION.
The requested action supports the Board’s goal of ensuring accessible, seamlessly integrated investments in renewable energy, sustainable practices, manufacturing, resilient infrastructure, and environmental protection.
Grant Agreement No. 22FRP127 (“Grant Agreement”) authorizes a $1,000,000 grant to the County for the SW 7th Avenue Bridge Scour Protection project. The funds provided through the Grant Agreement will cover the project's construction-related cost through funding provided by the United States Department of Treasury via the Florida Department of Environmental Protection, utilizing American Rescue Plan Act funds on a cost- reimbursement basis. The Grant Agreement requires County matching funds in the amount of $1,000,000. The project was advertised for bidding on September 23, 2024, with a closing date of November 13, 2024. However, the timeline will be extended to accommodate a bid addendum for this amendment.
FDEP requires an amendment to the Grant Agreement to update various legal terms ensuring compliance with recently adopted state laws and federal requirements concerning the disbursement of American Rescue Plan Act funds.
FDEP has set a deadline of November 22, 2024, to receive an executed copy of an amendment to the Grant Agreement from the County.
This item, if approved, would authorize the County Administrator to execute amendments, change orders, and any other required documentation to the Grant Agreement, subject to review and approval for legal sufficiency by the Office of the County Attorney, provided that such documents do not impose any additional financial obligation on the County.
