Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.47(a), the Broward County Board of County Commissioners (“Board”) shall make all awards, and authorize the execution of the associated contracts, with a value of more than $500,000, inclusive of the value of any renewals or extensions provided for in the contract.

Summary Explanation/Background
THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.
This action approves the First Amendment to the Agreement between Broward County (“County”) and McFarland-Johnson, Inc. (“Agreement”).
On December 14, 2021 (Item No. 50C), the Board approved the Agreement for an initial three-year term, with two one-year renewal terms in the maximum not-to-exceed amount of $5,000,000, which included reimbursables in the amount of $200,000.
McFarland-Johnson, Inc. (“McFarland-Johnson”) provides professional services and technical assistance in aviation planning and advisory services, including airside planning support services, landside and facilities planning support services, master plan implementation, strategy support, and program management for the Broward County’s Fort Lauderdale-Hollywood International Airport (“FLL”) and North Perry Airport (“HWO”).
The Broward County Aviation Department’s (“BCAD”) FLL Master Plan Program includes various landside and airside improvements proposed in the approved FLL Master Plan Update. The proposed landside improvements are comprised of several connected projects to enhance access to FLL and reduce congestion on terminal area roadways. The improvements include an Intermodal Center (“IMC”), Automated People Mover circulator, Palm Garage redevelopment with a commercial center and potential on-site hotel, a Cypress Garage expansion, and other minor associated projects. These are critical projects that are necessary for BCAD and will enhance operations at FLL.
McFarland-Johnson has been providing aviation planning, program implementation, and advisory services to assist BCAD in progressing the critical projects mentioned above. McFarland-Johnson is the primary consultant providing professional consultant services for the Terminal 4 (“T4”) Pre-Security project and the IMC including oversight and development of the program definition documents (“PDDs”), and PDD amendment documents. Continued consultant services are needed to bridge the gap from planning and programming to execution. Additional funds will ensure continuity of services until a new consultant is selected for the design and construction of the T4 Pre-Security and IMC projects.
The Office of Economic and Small Business Development established a Disadvantaged Business Enterprise ("DBE") goal of 10% for this project. McFarland-Johnson committed to 10% DBE participation. To date, McFarland-Johnson has been paid $2,921,396 and has paid DBE firms $231,736, for 7.93% participation (Exhibit 2).
The proposed First Amendment will provide funding for continued consultant services, increasing labor by $4,800,000 (from $4,800,000 to $9,600,000), and increasing reimbursables by $200,000 (from $200,000 to $400,000), for a revised total Agreement amount of $10,000,000, and update certain terms in the Agreement.
The proposed First Amendment has been reviewed and approved as to form by the Office of the County Attorney.
