MOTION TO ADOPT budget Resolution within the Beach Erosion Capital Outlay Fund to transfer funds from the Beach Renourishment-Segment 3 project to the Port Everglades Inlet Management Plan project, in the amount of $23,908,407, for the purpose of increasing the funding of the Port Everglades Inlet Management Plan project’s revised estimated total cost.

Why Action is Necessary

Motion A: In accordance with Broward County Procurement Code Section 21.47(a), Award and Execution Authority, the Board shall make all awards and authorize the execution of the associated contracts, with a value of more than $500,000, inclusive of the value of any renewals or extensions provided for in the contract.

 

Motion B: Board approval is required to increase the total capital budget of a project by more than five percent.

 

What Action Accomplishes

Motion A. Provides for a fixed contract for all labor, materials, supplies, equipment, services, and incidentals necessary for the excavation by dredge of a sand trap and a portion of the rubble spoil shoal and disposal of the dredge material in the Port Everglades Harbor Ocean Dredged Material Disposal Site for the Resilient Environment Department.

 

Motion B. Transfers funding to the Port Everglades Inlet Management Plan project to fund the project’s revised estimated total cost.

Summary Explanation/Background

THE PURCHASING DIVISION AND THE RESILIENT ENVIRONMENT DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

 

This item supports the Board’s Resilient Community Goal, “Ensuring accessible, seamlessly integrated investments in renewable energy, sustainable practices, manufacturing, resilient infrastructure, and environmental protection.”

 

The Office of Economic and Small Business Development did not establish a County Business Enterprise goal for this contract (Exhibit 2). This project includes funding through a Florida Department of Environmental Protection grant.

 

The purpose of this fixed contract is to provide all labor, materials, supplies, equipment, services, and incidentals for the Sand Bypass Dredging Project at Port Everglades, which seeks to create infrastructure on the north side of Port Everglades Inlet (Inlet), sufficient to facilitate the collection and storage of beach compatible sand for future transfer to the Port Everglades Harbor Ocean Dredged Material Disposal Site on the south side of the Inlet for the Resilient Environment Department.

 

This fixed contract carries a 100% performance and payment guaranty. The Purchasing Division has confirmed with the surety company that Great Lakes Dredge & Dock Company, LLC has the capacity to obtain the required guaranty.

 

The Resilient Environment Department has reviewed the bid submitted by Great Lakes Dredge & Dock Company, LLC and concurs with the recommendation for award (Exhibit 3). No County vendor performance evaluations have been completed for Great Lakes Dredge & Dock Company, LLC.

 

The Purchasing Division researched the prices submitted by the low bidder, Great Lakes Dredge & Dock Company, LLC, and has determined that the prices submitted are fair and reasonable based on engineer’s estimate; the low bid amount is 15% above the engineer’s estimate (Exhibit 4).

 

The bid was advertised on October 3, 2023 and opened on January 19, 2024; two bids were received with one declination (Exhibit 1).

 

The Recommendation for Award was posted on the Purchasing Division website from March 8 - 15, 2024. There was no protest or appeal filed against this procurement.
