Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.47, Award and Execution Authority, the Board shall make all awards, and authorize the execution of the associated contracts, with a value of more than $500,000, inclusive of the value of any renewals or extensions.
What Action Accomplishes
Provides CEI services, including contract administration, inspections, and material sampling and testing, for the increasing vertical clearance of the Sheridan Street (Bridge No. 860155) over the Florida Turnpike, in the City of Hollywood.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE PUBLIC WORKS AND ENVIRONMENTAL SERVICES DEPARTMENT/HIGHWAY AND BRIDGE MAINTENANCE DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development (OESBD) established a County Business Enterprise (CBE) goal of 20% for this Agreement. F&J Engineering Group, Inc. committed to 20% CBE participation, which has been reviewed and approved by OESBD (Exhibit 2).
The Agreement provides CEI services for increasing vertical clearance of Sheridan Street Bridge over Florida's Turnpike. Services include contract administration, inspections, and material sampling and testing.
The RFP was advertised on September 18, 2025, and, at the time of the submittal deadline on October 24, 2025, six firms submitted proposals: F&J Engineering Group, Inc.; M&J Engineering, P.C. dba J&M Engineering, P.C.; Metric Engineering Inc.; Pinnacle Consulting Enterprises, Inc.; Solid Consulting Engineers, Inc.; and WSB LLC.
On January 8, 2026, an Initial Evaluation Committee (EC) meeting was held. The Evaluation Committee (EC) determined that all six firms were both responsive and responsible to the RFP requirements. In accordance with the Broward County Procurement Code, Section 21.44, Procedures for CCNA Services, the Evaluation Committee shall establish a “shortlist” of vendors unless the Director of Purchasing determines that shortlisting would not be in the best interest of the County. During the Initial EC meeting, the EC evaluated the responses and shortlisted four firms to advance to final evaluation, which included vendor presentations, question-and-answer period, numerical scoring, and ranking.
On January 26, 2026, a Final Evaluation Committee meeting was held. After presentations, evaluation, scoring and ranking, the EC named F&J Engineering Group, Inc. as the first-ranked firm; Pinnacle Consulting Enterprises, Inc. as the second-ranked firm; Solid Consulting Engineers, Inc. as the third-ranked firm; and Metric Engineering Inc. as the fourth-ranked firm.
The EC’s proposed recommendation of ranking was posted on the Purchasing Division website from February 5 - 11, 2026, which provided an opportunity for any proposer or interested party to present any new or additional information regarding the responsibility of the proposers.
The EC’s final recommendation of ranking was posted on the Purchasing Division website from February 12 - 19, 2026, which provided an opportunity for any aggrieved proposer to file a formal protest. No formal protest was received.
On February 20, 2026, in accordance with Procurement Code, Section 21.42(k), Procedures for RFPs, RLIs, and RFQs, the ranking of the qualified firms became final, and staff proceeded with negotiations.
Two negotiation meetings were held - March 30, 2026, and April 3, 2026 - to negotiate the Agreement with F&J Engineering Group, Inc. These meetings were attended by staff from Highway and Bridge Maintenance Division, the County Attorney’s Office, and the Purchasing Division.

The Agreement period begins on date of execution and terminates upon completion of work.
