MOTION TO APPROVE Third Amendment to Agreement 25-HOSS-HIP-2136-01 between Broward County and Legal Aid Service of Broward County, Inc., increasing the Agreement’s maximum funding amount by $135,000, from $174,644 to $309,644, effective October 1, 2025, through September 30, 2026, to fund eviction prevention services for individuals and families at imminent risk of homelessness; and authorize the County Administrator to take all necessary administrative and budgetary actions to implement the Agreement as amended.

Broward County Board of County Commissioners (“Commission”) approval is required for agreements with external agencies.
What Action Accomplishes
Approval of this Motion allocates funds to maximize the provision of services and best meet the community’s needs by preventing evictions and decreasing the risk of homelessness.

Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE HOUSING OPTIONS, SOLUTIONS, AND SUPPORTS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
This action supports the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.” The allocation of additional funds to Legal Aid Service of Broward County, Inc. (“Legal Aid”) will ensure the most effective and efficient use of currently budgeted resources for eviction prevention services.
On September 16, 2025 (Item No. 6), the Commission approved the funding recommendations for Fiscal Year 2026 for agreements with nonprofit organizations to provide various services. On the same date, the Commission also adopted the County’s Fiscal Year 2026 budget, which included funding to continue the Eviction Prevention Program through the Fiscal Year.
Based on funding allocations, the Housing Options, Solutions, and Supports Division (“HOSS-D”) is recommending $100,000 of eviction prevention funds be allocated to Legal Aid (Exhibit 1). HOSS-D is also recommending $35,000 be allocated to Legal Aid from another underutilized agreement (Exhibit 1). This action will provide legal assistance to individuals and families facing eviction and other civil legal matters.
HOSS-D’s recommendation is supported by a letter from the Homeless Continuum of Care Board (Exhibit 2).
Retroactive approval is requested to allow reimbursement to the provider for services already rendered to eligible clients.
The Third Amendment to Agreement 25-HOSS-HIP-2136-01 has been reviewed and approved as to form by the County Attorney’s Office.
