MOTION TO APPROVE Federal Aviation Administration Grant for Airport Improvement Program Project No. 3-12-0025-106-2026 in the amount of $12,338,554, for the construction of the Taxilane ADG III Westside project at Broward County's Fort Lauderdale-Hollywood International Airport, to authorize the County Administrator to take any necessary administrative and budgetary actions to implement the agreement; and to authorize the Director of Aviation to execute the agreement and any amendments that do not impose additional financial obligations on Broward County, subject to review and approval for legal sufficiency by the County Attorney's Office.

MOTION TO APPROVE Federal Aviation Administration Grant for Airport Improvement Program Project No. 3-12-0025-107-2026 in the amount of $15,116,460, for the Terminal 3 Rooftop Units Replacement project at Broward County's Fort Lauderdale-Hollywood International Airport, to authorize the County Administrator to take any necessary administrative and budgetary actions to implement the agreement; and to authorize the Director of Aviation to execute the agreement and any amendments that do not impose additional financial obligations on Broward County, subject to review and approval for legal sufficiency by the County Attorney's Office.
D. MOTION TO APPROVE Federal Aviation Administration Grant for Airport Improvement Program Project No. 3-12-0025-108-2026 in the amount of $106,500, for the Vehicle Movement Area Transmitter Unit project at Broward County's Fort Lauderdale-Hollywood International Airport, to authorize the County Administrator to take any necessary administrative and budgetary actions to implement the agreement, and to authorize the Director of Aviation to execute the agreement and any amendments that do not impose additional financial obligations on Broward County, subject to review and approval for legal sufficiency by the County Attorney's Office.
E. MOTION TO APPROVE Federal Aviation Administration Grant for Airport Improvement Program Project No. 3-12-0029-019-2026 in the amount of $226,995, for the design of the Taxiway P Pavement Rehabilitation and Mitigate Hot Spot No. 1 project at Broward County's North Perry Airport, to authorize the County Administrator to take any necessary administrative and budgetary actions to implement the agreement, and to authorize the Director of Aviation to execute the agreement and any amendments that do not impose additional financial obligations on Broward County, subject to review and approval for legal sufficiency by the County Attorney's Office.

THE AVIATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTIONS.
These actions approve the acceptance of FAA grants funding for multiple AIP Projects and authorize the Director of Aviation to execute the grants for the projects at FLL and HWO.
Motion A
Taxilane T, constructed in 2002, is a critical component of the airfield at FLL, serving as the primary area for aircraft traffic near concourses in all four terminals. The Florida Department of Transportation ("FDOT") Pavement Inspection report, issued in 2022, noted the pavement is nearing the end of its useful life. The report recommended milling and resurfacing along with reconstruction of sections to address deteriorating pavement conditions. The project is essential in maintaining safe and efficient aircraft operations at FLL. The total construction cost for the Taxilane T Rehabilitation project is estimated to be $11,032,893. The FAA will fund up to a maximum amount of $8,124,670 of the construction cost and all remaining expenses for the construction of the project will be funded by the FDOT and other sources.
Motion B
The Taxilane ADG III Westside project at FLL is a critical infrastructure improvement to address existing and anticipated future needs in FLL’s westside aviation area. The dedicated east-west corridor will reduce congestion and aircraft delays on Taxiways B and C while providing direct access to westside aviation parcels. The Taxilane will also support future aeronautical development and general aviation activity without increasing demand on the primary taxiway network, improving overall airfield efficiency and operational flexibility. The total construction cost for the Taxilane ADG III Westside project is estimated to be $16,451,405. The FAA will fund up to a maximum amount of $12,338,554 of the construction cost and all remaining expenses for the construction of the project will be funded by FDOT and other sources.
Motion C
Terminal 3 at FLL has 22 rooftop units which have exceeded their useful life and no longer meet cooling and humidity control demands, requiring FLL to spend nearly $1.4 million annually on supplemental cooling. Replacing the units with energy-efficient rooftop units is projected to improve efficiency by 20%, reduce energy and maintenance costs, and lower greenhouse gas emissions. A reflective roof membrane and new controls will further improve system performance, safety, and reliability while enhancing passenger comfort and supporting 24/7 operations. The total cost for the Terminal 3 Rooftop Units Replacement project is estimated to be $25,677,871. The FAA will fund up to a maximum amount of $15,116,460 of the project cost and all remaining expenses for the construction of the project to be funded through bonds. FAA funding for the project was awarded under the final cycle of the Infrastructure Investment and Jobs Act, through the Broward County Aviation Department’s application to the FAA’s Airport Terminal Program.
Motion D
The VMAT Unit project will purchase and install 38 VMAT transponders on vehicles operating at FLL. Using Automatic Dependent Surveillance-Broadcast ("ADS-B") technology, VMAT provides FAA-certified, real-time tracking and visibility of surface vehicles throughout the airport movement area, enhancing situational awareness, safety, and operational efficiency. The total cost for the Vehicle Movement Area Transmitter project is estimated to be $142,000. The FAA will fund up to a maximum amount of $106,500 of the project cost and all remaining expenses will be funded by other sources.

Taxiway P at HWO was identified in the FDOT 2022 Statewide Airfield Pavement Management Program report as being below the recommended service condition level and in need of rehabilitation. Rehabilitation of Taxiway P and its associated connectors will improve pavement conditions, realign the connectors to meet current FAA design standards and enhance airfield safety and operational efficiency at HWO. The rehabilitation will also help mitigate Hot Spot No. 1 near Taxiway D. The total project cost for the Taxiway P Pavement Rehabilitation & Mitigate Hot Spot No. 1 project is estimated to be $238,900. The FAA will fund up to a maximum amount of $226,955 of the project cost and all remaining expenses for the construction of the project will be funded by FDOT and other sources.
The FAA grant agreements do not include Broward County’s (“County”) standard agreement provisions because the FAA requires the County to use its standard grant agreement.
