Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.47, Award and Execution Authority, the Board shall make all awards, and authorize the execution of the associated contracts, with a value of more than $500,000, inclusive of the value of any renewals or extensions.

Summary Explanation/Background
THE PURCHASING DIVISION AND THE PORT EVERGLADES DEPARTMENT/SEAPORT ENGINEERING AND CONSTRUCTION DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
The Office of Economic and Small Business Development (OESBD) established a County Business Enterprise (CBE) goal of 25% for this contract. Chen Moore and Associates, Inc. committed to 25% CBE participation, which has been reviewed and approved by OESBD (Exhibit 2).
The purpose of this solicitation is to secure a qualified firm to provide architectural and engineering services for Port Everglades. Services include architectural and engineering services related to the design, construction administration, and construction management of projects that do not exceed the thresholds defined in Section 287.055, Florida Statutes.
The RFP was advertised on July 15, 2025 and, at the time of the submittal deadline on August 14, 2025, 11 firms submitted proposals: BEA Architects, Inc.; Bermello, Ajamil & Partners, LLC; Biller Reinhart Engineering Group, Inc.; Bowman Consulting Group, LTD., Inc.; Chen Moore and Associates, Inc.; CPZ Architects, Inc.; D3B LLC; Foth Infrastructure & Environment, LLC; Saltz Michelson Architects, Inc. dba Saltz Michelson Architects; SGM Engineering, Inc.; and The Tamara Peacock Company Architects of Florida, Inc., dba Peacock Architects.
On November 7, 2025, an Initial Evaluation Committee meeting was held. The Evaluation Committee (EC) determined that all firms were both responsive and responsible to the RFP requirements. In accordance with the Broward County Procurement Code, Section 21.44, Procedures for CCNA Services, the Evaluation Committee shall establish a “shortlist” of vendors, unless the Director of Purchasing determines it would not be in the best interest of the County. During the Initial Evaluation Committee meeting, the EC passed a motion to shortlist three firms of the 11 vendor responses. The EC evaluated the responses and shortlisted three firms who would advance to final evaluation, which would include vendor presentations, question-and-answer period, numerical scoring, and ranking.
On December 1, 2025, a Final Evaluation Committee meeting was held. After presentations, a question-and-answer period, scoring and ranking, the EC named Chen Moore and Associates, Inc. as the first-ranked firm; Bermello, Ajamil & Partners, LLC as the second-ranked firm; and BEA Architects, Inc. as the third-ranked firm.
The EC’s proposed recommendation of ranking was posted on the Purchasing Division website from December 11 - 16, 2025, which provided an opportunity for any proposer or interested party to present any new or additional information regarding the responsibility of the proposers. No objection was received.
The EC’s final recommendation of ranking was posted on the Purchasing Division website from December 17 - 23, 2025, which provided an opportunity for any aggrieved proposer to file a formal protest. No formal protest was received.
On December 24, 2025, in accordance with the Broward County Procurement Code, Section 21.42(k), Procedures for RFPs, RLIs and RFQs, the ranking of the qualified firms became final, and staff proceeded with negotiations.
One negotiation meeting was held on January 9, 2026 to negotiate the Agreement with Chen Moore and Associates, Inc. The meeting was attended by the representatives of Chen Moore and Associates, Inc., and staff from the Seaport Engineering and Construction Division, the County Attorney’s Office and the Purchasing Division.

The initial Agreement period begins on the date of award and terminates three years from that date.
