Why Action is Necessary
In accordance with the Broward County Procurement Code, Section 21.47.a, Award and Execution Authority, Board approval is required for awards exceeding $500,000, inclusive of the value of any renewals or extensions provided for in the contract.

Summary Explanation/Background
Enterprise Technology Services (ETS) established BeyondTrust as the County's enterprise PAM platform to strengthen the security of privileged accounts and administrative credentials used to manage County information technology systems. The Director of Purchasing approved an Only One Reasonable Source designation for the BeyondTrust platform following completion of the required procurement process, including a Request for Information that resulted in no responses from alternative vendors.
On December 31, 2024, the Director of Purchasing awarded Quotation No. PNC2129373B1 to BeyondTrust Corporation for a one-year initial term with two one-year renewal options, for a potential total award amount of $495,000. The contract provides BeyondTrust product portfolio, including PAM, Password Safe, Secure Remote Support, software subscriptions, maintenance, and related professional services.
Subsequent to the award, the Broward County Aviation Department (“BCAD”) identified a need to participate in the existing enterprise contract to support the security of privileged access to critical airport technology infrastructure and to align with the County's enterprise cybersecurity standards. Adoption of the BeyondTrust platform provides centralized management, monitoring, auditing, and protection of privileged credentials used to administer airport systems while supporting BCAD's operational and cybersecurity requirements.
This action approves a threshold increase to the contract with BeyondTrust Corporation, increasing the not-to-exceed amount by $70,000 to accommodate BCAD's anticipated expenditures through the remaining term of the contract. The proposed threshold increase raises the total contract value to $565,000. The contract expires December 30, 2027.
