MOTION TO APPROVE Amendment for Extension of Public Transportation Grant Agreement (PTGA) with the Florida Department of Transportation (FDOT) for 595 Express Bus Service (Contract No. G1W61), extending the expiration date from June 30, 2025, to October 31, 2025 to allow the County sufficient time to utilize remaining grant funds to support the operations and maintenance of the 595 Express Bus Service; and authorizing the Mayor to execute same; and authorizing the County Administrator or written designee to sign any future amendments extending the expiration date of this PTGA that do not pose additional cost or material risk to the County, subject to review and approval of such amendments for legal sufficiency by the County Attorney’s Office.

Why Action is Necessary
In accordance with the FDOT Public Transportation Grant Agreements, Section 6 and 7, time extensions must be requested by the agency and granted by FDOT, and the agreements may be amended or extended upon mutual agreement of both parties.
What Action Accomplishes
Extends the PTGA Contract No. G1W61 to October 31, 2025, and authorizes the County Administrator or her written designee to sign certain further amendments extending the term of this PTGA.

Summary Explanation/Background
THE TRANSPORTATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.
Approval of this Florida Department of Transportation Request for Extension of Public Transportation Agreement form (Exhibit 1) will allow sufficient time to utilize remaining funds to support operations and maintenance of the 595 Express Bus Service.
As background, on May 4, 2021 (Item 4), the Board approved a Public Transportation Grant Agreement (PTGA) with the Florida Department of Transportation (FDOT) to provide $1,741,311 to support operations and maintenance of the 595 Express Bus Service. On February 8, 2022 (Item 9), the Board approved an amendment to the PTGA for an additional $766,993 and extending the term of the initial agreement to June 30, 2025. Three additional amendments to the PTGA were approved to provide additional funding: December 6, 2022 (Item 13), amendment No. 2 for an additional $2,297,311 in funding; October 24, 2023 (Item 12), amendment No. 3 for an additional $1,500,000; and August 22, 2024 (Item 20), amendment No. 4 for an additional $3,650,000 in funding for an amended grant total amount of $9,465,660. The Transportation Department is requesting an extension to October 31, 2025, to allow sufficient time to utilize the remaining grant funds to support operations and maintenance associated with the 595 Express Bus Service.
The 595 Express Bus Service began operations in mid-2012. Express Bus Service is designed to remove long-distance single-occupant vehicle trips from the I-595 corridor, thereby reducing congestion on the general-purpose lanes and improving capacity and mobility for all travelers. The County operates two 595 Express Routes on weekdays during peak travel hours between the Amerant Bank Arena Park & Ride located in Sunrise and the Davie Park and Ride located in Davie to the Miami Civic Center/Health District in Miami-Dade County and downtown Miami/Brickell Avenue.
