Summary Explanation/Background

This item supports the Commission’s Goal: “Ensuring economic opportunities and a sustainable economy, with an emphasis on Broward’s lower and middle class.”

 

On October 6, 2026, the Commission directed the County Attorney’s Office to draft a Resolution amending the Broward County Administrative Code to establish the administrative framework for the Broward Municipal Services District (“BMSD”) Economic Development Program. This proposed Resolution, if adopted, would codify the BMSD Economic Development Program and provide a framework for the consistent administration and oversight of economic development programs within the BMSD.

 

The Resolution establishes four grant programs:

(1)                     the Façade/Property Improvement Grant Program, which funds up to 80% of the total project cost (not to exceed $400,000 in County funding) and requires a 20% contribution by the recipient;

(2)                     the Business Development/Redevelopment Grant Program, which funds up to $500,000 per project and requires a recipient capital investment of at least $500,000;

(3)                     the Property Security/Hardening Reimbursement Grant Program, which funds up to 80% of the total project cost (not to exceed $25,000 in County funding) and requires a 20% contribution by the recipient; and

(4)                     the Demolition Grant Program, which funds up to 50% of the total project cost (not to exceed $100,000 in County funding) and requires a 50% contribution by the recipient.

 

The Resolution establishes general eligibility, application, funding, and administration requirements for the grant programs and authorizes the Office of Economic and Small Business Development (“OESBD”) to publish program guidelines, subject to County Administrator approval. The Resolution also authorizes the County Administrator to approve grant awards and execute associated grant agreements up to the applicable program limits and an aggregate maximum of $500,000 per project, subject to review and approval for legal sufficiency by the County Attorney’s Office.

 

The Resolution also provides for two additional economic development programs: the Strategic Land Assembly Program, and the Revolving Loan Program. Real property acquisitions and dispositions under the Strategic Land Assembly Program would require separate Commission approval in each instance, as well as compliance with all applicable legal requirements. The County Administrator would be authorized to approve each activation of the Revolving Loan Program up to the aggregate amount of $500,000 each fiscal year (or the budgeted amount approved by the Commission, if less) and establish applicable program terms, subject to the funding limitations set forth in the Resolution and review and approval of the applicable agreements for legal sufficiency by the County Attorney’s Office.
