Summary Explanation/Background

THE HUMAN SERVICES DEPARTMENT AND THE COMMUNITY PARTNERSHIPS DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

These actions support the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.”

On September 21, 2021 (Item No. 9), the Commission approved the grant application to the U.S. Health Resources and Services Administration (“HRSA”) to provide core medical, support, planning, and evaluation services for people living with HIV/AIDS. The grant application period was from March 1, 2022, through February 28, 2023. On January 11, 2022, the Ryan White Part A Program received a Notice of Award (“NoA”) extending the grant period through February 28, 2025. On February 22, 2022 (Item No. 6), the Commission approved a two-year extension of existing Ryan White Part A service provider agreements to match the HRSA award period. On November 29, 2023, the Ryan White Part A Program submitted the Fiscal Year 2024-2025 Non-Competing Continuations Progress Report to HRSA, which included a request for the two new grant-funded positions in its budget. On January 19, 2024, the Ryan White Part A Program received a partial NoA for Fiscal Year 2024-2025, which provided funding for the two new grant-funded positions. On January 23, 2024 (Item No. 15), the Commission approved the funding retained by Broward County for project expenses, including these two grant-funded positions (Exhibit 1).

The two new grant-funded positions will be responsible for daily operations and staff supervision of the Ryan White Part A Program. One grant-funded position will be the Ryan White Part A Section Manager, who will conduct oversight of contracts and fiscal program areas while coordinating grant activities among Broward County government, the HIV Health Services Planning Council, support staff, sub-recipients, Part A clients, and the HIV/AIDS Bureau. The second grant-funded position will be the Ryan White Administrative Officer Senior position, who will oversee the CQM Management team, and its activities related to services, utilization improvement, and trends analyses.
