MOTION TO APPROVE Reinstatement and Second Amendment to Agreement between Broward County and BHP Community Land Trust, Inc. for Funding and Administration of FYs 2019-2024 CARES Act Community Development Block Grant Program - (CDBG-CV) and Community Development Block Grant Program - (CDBG) (CFDA # 14.218 / FAIN # B-20-UW-12-0001), dated July 26, 2023, as amended by a First Amendment dated July 17, 2024 (Exhibit 2),  allocating CDBG Grant funding in the amount of $600,000 for acquisition and/or rehabilitation of affordable rental units, and authorize the Mayor and Clerk to execute same.

Summary Explanation/Background

THE RESILIENT ENVIRONMENT DEPARTMENT AND THE HOUSING FINANCE DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

 

This item supports the Board's value: "Ensuring residents have an affordable place to live by offering sustainable, compatible, innovative, accessible, affordable housing options for all income levels, including integrated, permanent supportive housing and zoning that helps residents build equity”.

 

Motion A

This motion allows the County to make the necessary changes to the Broward County HUD Five Year Strategic Consolidated Plans and accompanying Annual Action Plans (AAP), make necessary regulatory, project eligibility and programmatic changes, and subsequent budgetary and administrative actions detailed in Exhibit 1.

 

Community Development Block Grant (CDBG)/CDBG-CV

 

CDBG/CDBG-CV Balances and/or Slow-Moving Projects Reallocated to Broward County Housing Finance Division (“HFD”) Countywide Housing Project.

 

Balances and/or municipal allocations from the following cities will be reallocated to Project/Activity, as detailed in Exhibit 1:

 

HUD has expenditure timeliness requirements that must be met by August 2, of every year.  

The County must have a balance no greater than 1.5 times its annual grant remaining in the Line of Credit 60 days prior to the end of the program year. The HFD has multiple agreements with municipalities for projects to include housing, infrastructure and public service projects that require expenditure of funds to occur in accordance with these deadlines. Due to numerous factors beyond HFD’s reasonable control, including rising costs of labor and materials, availability of contractors, staffing, etc., the contracted municipalities have not expended their allocated funds in accordance with these expenditure timeliness requirements.  Therefore, HFD requested to reallocate funds within the CDBG grant funds, as detailed in Exhibit 1, to ensure that the expenditure timeliness requirements are adhered to and associated funding is not jeopardized.

Approves the Reinstatement and Second Amendment to Agreement between Broward County and BHP Community Land Trust, Inc. (Exhibit 2).
