Title: MOTION TO APPROVE Amendment for Extension of Public Transportation Grant Agreement (PTGA) with the Florida Department of Transportation (FDOT) for capital grant funding for the I95 Express Bus Service (Contract No. G1W45) extending the expiration date from June 30, 2025, to March 31, 2026, to allow the County sufficient time to utilize remaining funds for costs associated with the I95 Express Bus Service; and authorizing the Mayor to execute same; and authorizing the County Administrator or written designee to sign any future amendments extending the expiration date of this PTGA that do not pose additional cost or material risk to the County, subject to review and approval of such amendments for legal sufficiency by the County Attorney's Office.

Why Action is Necessary

In accordance with the FDOT Public Transportation Grant Agreements, Section 6 and 7, time extensions must be requested by the agency and granted by FDOT, and the agreements may be amended or extended upon mutual agreement of both parties.

 

What Action Accomplishes

Extends PTGA Contract No. G1W45 to March 31, 2026, and authorizes the County Administrator or her written designee to sign certain further amendments extending the term of this PTGA.

Summary Explanation/Background

THE TRANSPORTATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTION.

 

Approval of this Florida Department of Transportation Request for Extension of Public Transportation Agreement form (Exhibit 1) will allow additional time for the completion of improvements at the Miramar Park and Ride facility associated with an FDOT Public Transportation Grant Agreement (PTGA) for 95 Express Bus Service capital equipment.

 

As background, on May 4, 2021 (Item 7), the Board approved a Public Transportation Grant Agreement (PTGA) with the Florida Department of Transportation (FDOT) to provide $1,741,311 for capital purchases and improvements for the 95 Express Bus service.  On February 8, 2022 (Item 7), the Board approved an amendment to the PTGA, for an additional $851,102 for a new total grant amount of $2,592,413.  The term of the initial PTGA was from the date of execution by FDOT through June 30, 2025. The Transportation Department is requesting an extension to March 31, 2026, to allow sufficient time to complete improvements at the Miramar Park and Ride lot that are allocated to this grant.

 

BCT operates three 95 Express routes weekdays during peak morning and afternoon travel hours from the Miramar Park & Ride lot in western Broward County to downtown Miami and the Miami Civic Center Health District in Miami-Dade County.

 

The Office of the County Attorney has reviewed and approved as to form.
