A. MOTION TO ADOPT Resolution of the Board of County Commissioners of Broward County, Florida, authorizing the County Administrator or their written designee to approve and execute Amendment 2 to the Public Transportation Grant Agreement (PTGA) with the Florida Department of Transportation (FDOT), District 4, which extends the PTGA for an additional six months, through June 30, 2027 and provides the county with additional funding in the amount of $500,000 for the continued operations and maintenance of the Interstate 75 Express Bus Service; Authorizing the County Administrator or their written designee to take all necessary administrative and budgetary actions to implement the amendment to the grant and all such future amendments as described; authorizing the County Administrator or their written designee to approve and execute any future amendments and other documents to the PTGA that merely provide additional funds to the County or extend the expiration date of the PTGA, where such amendments do not pose additional material risk to the County, subject to review and approval of all such amendments and other documents for legal sufficiency by the County Attorney’s Office.
B. MOTION TO ADOPT budget Resolution within the Transportation Department’s Operating Grant Fund for the I-75 Express Grant to appropriate revenue for an additional $500,000, providing funding for continued operations and maintenance of I-75 Express Bus Service.

Why Action is Necessary
A. FDOT requires Broward County Board of County Commissioners (Board) approval of a Resolution authorizing the execution of PTGAs.
B. Pursuant to Florida Statutes Section 129.06(2)(d), revenue requires Board action by Resolution to accept and allocate the funds.
What Action Accomplishes
Provides additional funding to Broward County for continued operations and maintenance of the Interstate 75 Express transit service.

Summary Explanation/Background
THE TRANSPORTATION DEPARTMENT RECOMMENDS APPROVAL OF THE ABOVE MOTIONS.
This item supports the County Commission’s Connected Community Goal of "Cooperatively Creating an Efficient and Accessible Regional Intermodal Transportation Network" by providing additional capital funding to improve and enhance the transit system.
In Motion A, staff is requesting authorization from the County Commission to the County Administrator or their written designee to approve and execute Amendment 2 to the PTGA with the FDOT that will provide $500,000 in Fiscal Year 2026 state funding for continued operations and maintenance of the I-75 Express Bus Service, which extends the amendment for an additional six months, through June 30, 2027. Costs to operate and maintain these services are funded by this FDOT grant, as well as farebox revenue. In addition, staff is requesting County Commission authorization for the County Administrator or their written designee to execute future amendments and documentation relating to the PTGA provided such amendments or other documentation that only extends the term of the PTGA and/or provides additional FDOT funding to the County and does not result in an additional County cost or material risks.
Motion B adopts a budget resolution within the Transportation Department’s Operating Grant Fund for the I-75 Express Grant to appropriate revenue for an additional $500,000.
Broward County Transit will provide the Express Bus Service by operating the express bus routes on weekdays, Monday through Friday, during peak morning and afternoon/evening hours. Additional trips may be added or reduced at the discretion of the Transportation Department with prior written consent and approval from FDOT.
This PTGA amendment has been reviewed and approved as to form by the Office of the County Attorney. County approval of the Resolution (Exhibit 1) and execution of Amendment 2 to the PTGA (Exhibit 2) is required prior to FDOT’s final execution.
