Why Action is Necessary
The Broward County Land Use Plan Administrative Rules Document requires the Board to transmit proposed Broward County Land Use Plan (BCLUP) amendments within the Broward Municipal Services District (BMSD) to the Broward County Planning Council for review.

Summary Explanation/Background
THE RESILIENT ENVIRONMENT DEPARTMENT, THE URBAN PLANNING DIVISION, AND THE LOCAL PLANNING AGENCY RECOMMEND APPROVAL OF THE ABOVE MOTION.
The action supports the Commission’s goal of “Ensuring residents have an affordable place to live by offering sustainable, compatible, innovative, accessible, affordable housing options for all income levels, including integrated, permanent supporting housing and zoning that helps residents build equity.” The Applicant’s stated intent is to build affordable housing.
The application site is located in the BMSD’s Broadview Park neighborhood. Land use is regulated by both the countywide BCLUP and the Broward County Comprehensive Plan (BCCP). All land use plan amendments in the BMSD must be consistent with both documents. This amendment proposed to change the BMSD Future Land Use Map (FLUM) designation of an approximately 39.4 gross acre site from Utilities to Medium (16) Residential. The proposed change also requires an amendment to the BCLUP. The staff report is attached as Exhibit 1.
The site is owned by the City of Fort Lauderdale and located on the south side of Peters Road and the east side of NW 46th Avenue. Current uses include vacant, water wells, and archery.
The Resilient Environment Department Local Planning Agency (LPA) met on June 11, 2025, to consider the item and receive comments from the interested parties and the public (Exhibits 1 and 2). The LPA:
1. Recommends the Board transmit the application to the Broward County Planning Council for consideration; and,
2. Advises the Board, that while the proposed amendment is consistent with BCCP goals, objectives, and policies (GOPs) that address population and housing; it is inconsistent with BCCP and BCLUP GOPs that address compatibility and certain BCCP and BCLUP GOPs related to Local Areas of Particular Concern. However, the impacts to the Local Area of Particular Concern may be addressed through Broward County’s development permitting and licensing processes.
Staff notes the following:
1. Public transit is available to serve the proposed amendment site; however, if approved, staff recommends the applicant work with Broward County Transit and the utility providers during the site plan review process to improve mobility, including pedestrian accessibility on Peters Road/Davie Boulevard.
2. A Low-Medium (ten) Residential designation is available that would better align with BCCP and BCLUP GOPs by:
- Providing a more compatible transition between properties to the east and west of the site and the established character of existing development. However, a compatible transition may also be achieved through execution of the applicant’s voluntary commitments regarding building height restriction, unit mix, access and traffic circulation, amenities, and site layout.
- Better coordinating land use and transportation consistent with the Comprehensive Plan’s Transportation Element Policy T2.2.4 that recommends residential densities more intense than Low-Medium (ten) Residential be located with adequate access to public transit routes.
3. A BCLUP amendment and rezoning is needed in addition to this BMSD FLUM amendment.
Following review by the Broward County Planning Council, this application will be scheduled for a public hearing before the Board. This amendment is a small-scale amendment pursuant to Section 163.3187 Florida Statutes and therefore will not be subject to review by State agencies or the South Florida Regional Planning Council.
