Summary Explanation/Background

THE PURCHASING DIVISION AND THE PORT EVERGLADES DEPARTMENT RECOMMEND APPROVAL OF THE ABOVE MOTIONS.

The Office of Economic and Small Business Development (OESBD) designated this project as a reserve opportunity for certified Small Business Enterprise (SBE) firms. Both Sandra L Campbell dba Snapper Enterprise (Snapper Enterprise) and The Tools Man, Inc. are certified SBE firms, which were reviewed by OESBD for compliance (Exhibit 2).

These contracts provide the furnishing and delivery of janitorial paper and soap products for use at cruise terminals, trade and janitorial shops, administration building, tower, and storeroom stock at Port Everglades.

The solicitation detailed the basis of award by the total of all items, which provided for the award to be made to the low responsive, responsible vendor for the solicited items, and reserving the right to award in the best interest of the County. Additionally, the solicitation identified acceptable brands and provided vendors an opportunity to submit requests for approval of equal brands. There were no requests received for approval of equal brands; and only two of the eight bidders were responsive and responsible, offering prices and acceptable brands for 13 of the 15 line items solicited.

The Director of Purchasing has determined the apparent low bidder, NOW Interactives LLC, to be non-responsive and non-responsible to the bid requirements. NOW Interactives LLC did not offer the solicitation’s acceptable brands and did not submit any request for approval of equal brands. Furthermore, OESBD determined that NOW Interactives LLC did not meet the solicitation’s SBE eligibility criteria. NOW Interactives LLC was deemed non-responsive to the bid specifications and non-responsible to bid requirements, thereby, NOW Interactives LLC’s bid has been rejected.

The Port Everglades Department’s Facilities Maintenance Division has reviewed the bids submitted by Snapper Enterprise and The Tools Man, Inc. and concurs with the recommendations for award (Exhibit 3). One vendor performance evaluation was completed for Snapper Enterprise; the firm has an overall performance rating of 4.9 out of possible rating of 5.0. Nine vendor performance evaluations were completed for The Tools Man, Inc.; the firm has an overall performance rating of 4.1 out of possible rating of 5.0. Copies of the vendor performance evaluations are available upon request.

The Purchasing Division reviewed the prices submitted by Snapper Enterprise and The Tools Man, Inc. and has determined that the prices submitted are fair and reasonable in comparison to a previous Broward County contract for these same commodities (Exhibit 4).

The bid was advertised on March 5, 2024 and opened on March 21, 2024; eight bids were received with no declinations (Exhibit 1).

The Recommendation for Award was posted on the Purchasing Division website from May 15 - 22, 2024. There was no protest or appeal filed against this procurement.

The amounts referenced in this agenda item were rounded to the nearest whole dollar. Vendor payments will be based on the actual total bid amount. The bid tabulation reflects the actual amount of the award.

The contract consists of the County’s solicitation and the vendor’s response.

The initial contract period begins on the date of award and terminates two years from that date.
