Summary Explanation/Background

On January 21, 2021, the Florida State Surgeon General issued a Public Health Care Advisory (Exhibit 2) directing that vaccine providers in Florida ensure vaccine recipients are either (1) Florida residents, or (2) healthcare workers in Florida to provide healthcare services in direct contact with patients. The Florida State Surgeon General stated the COVID-19 vaccine “remains scarce within the United States” and availability of the vaccine in the State of Florida is “extremely limited.”

The availability of COVID-19 vaccines within Broward County also remains extremely limited, and it is very difficult for many Broward County residents to obtain an appointment to receive the vaccine.  This item, if approved, would adopt the proposed Resolution (Exhibit 1) supporting the Public Health Advisory issued by the Florida State Surgeon General regarding Prioritization of Floridians for COVID-19 Vaccinations Given in Florida, which directs that COVID-19 vaccinations in the State of Florida, including Broward County, are administered only to residents of the State of Florida or individuals present in Florida for the purpose of providing healthcare services involving direct contact with Florida patients.

This item is submitted after the deadline for supplemental items because the Public Health Advisory was issued yesterday (January 21, 2021), and because of the need to take immediate action to protect scarce vaccine resources that would be lost if the item would not be considered until the following Board meeting.
