Summary Explanation/Background
The Mobility Advancement Program Administration and Public Works Department recommend approval of this motion.
The current Surtax Services Interlocal Agreement (“ILA”) with the Broward Metropolitan Planning Organization (“BMPO”) provides for the BMPO to review and evaluate various municipal capital projects for which transportation surtax funding is sought. The ILA expires on December 31, 2025.
Currently, the County intends to pursue a federal discretionary grant under the U.S. Department of Transportation's 2025 Safe Streets and Roads for All Implementation Grant Program (“Grant Program”) for the County’s Public Works Department.
The BMPO, with the County’s support, received a $5 Million Safe Streets and Roads for All Planning Grant from the U.S. Department of Transportation to develop the Broward Regional Comprehensive Safety Action Plan (BSAP). This plan analyzed traffic crash data from 2019 to 2023 and identified roads with the highest fatalities and serious injuries.
NW 31st Avenue, between Broward Boulevard and Commercial Boulevard, was identified as having the highest incidence of fatalities and serious injuries among County-owned roads. Preliminary safety improvements planned for this 4.5-mile segment include installing speed tables, raised crosswalks, improved lighting, multi-purpose sidewalks, and resurfacing the road. Public meetings in September 2024 and February 2025 have shown strong support from city representatives and residents. The design phase is expected to be completed within 24 months. The construction cost for these safety improvements is estimated at $31.2 Million.
The BMPO and subcontractors performing services under the ILA have the ability to assist with grant writing and technical support of the County’s application or the Grant Program, wherein the County will be requesting up to $25 Million.
If this Motion is approved, the County Administrator or her written designee will be authorized to negotiate, approve, and execute amendments to the ILA, including but not limited to an amendment to modify the scope allowing the BMPO to provide services to the County associated with a Grant Program application, provided such amendments do not increase the maximum amounts currently payable under the ILA. All such amendments will be subject to review and approval for legal sufficiency by the Office of the County Attorney.
