Summary Explanation/Background
THE HUMAN SERVICES DEPARTMENT AND THE BROWARD ADDICTION RECOVERY DIVISION RECOMMEND APPROVAL OF THE ABOVE MOTION.
This action supports the Commission’s value of “building partnerships and working collaboratively with others to meet shared objectives” and the goal of “delivering accessible human services that holistically address the whole person collaboratively and compassionately.” Approval of this action enables Broward County to continue providing community-based substance use disorder treatment services to eligible adult residents served by the Broward Addiction Recovery Division (“BARC”) in a clean and disinfected environment while supporting the employment of Broward County residents who have experienced barriers to employment.
OIC-SFL is a 501(c)3 non-profit workforce organization whose mission is to provide training and skills development to youth and adults who lack opportunities and resources, providing access to meaningful careers and enabling them to become self-sufficient, valued, and confident members of their communities.
On December 3, 2019 (Item No. 73), the Commission approved the Transit Transitional Employment Program, which provided supplemental cleaning services for the Broward County Transit bus fleet and employment opportunities for adult residents of Broward County residing in high unemployment areas, persons with disabilities or persons participating in a state or local re-entry program. The Commission designated OIC-SFL as the most reasonable source for implementing this program and authorized the Director of Purchasing to enter into an agreement with OIC-SFL.
On October 5, 2021 (Item No. 13), the Commission approved the expansion of the Transit Transitional Employment Program permitting OIC-SFL to provide hospital-grade cleaning and disinfecting services at BARC facilities. OIC-SFL’s employment criteria for BARC facilities included eligible adult Broward County residents with nonviolent, nondrug, and nonsexual criminal infractions.
BARC provides substance use disorder treatment services, including detoxification, assessment, residential level II treatment, medication-assisted treatment, and outpatient services.
At the height of the COVID-19 pandemic, BARC’s janitorial services for public areas did not meet the minimum standards needed to maintain a hospital-grade level of cleaning to maximize infection control and sanitation. In addition, BARC utilized mental health specialists and nurses to clean patient sleeping rooms, change linen, and ensure that client areas and rooms met infection control standards. This strategy was not an optimal use of staff’s time and detracted from providing direct client services.
The Amendment (Exhibit 1) includes the following changes:
• Section 4.2 updates the renewal terms from two one-year terms to five one-year terms.
• Section 5.1 adds an effective date of October 1, 2024, for the Agreement, and updates the annual not to exceed amount from $300,000 to $370,000 for the remaining renewal terms.
• Section 6.12 is added to the Agreement to include Entities of Foreign Concern. This section is only applicable if the contractor or subcontractor can access an individual’s personal identifying information under this Agreement.
• Exhibit B - Payment Rates are revised and replaced in its entirety.
This Second Amendment has been approved as to form by the Office of the County Attorney.
